I consider that the draft resolution is adopted, with the annexes which are to be attached to it, as they were read by the Assistant Secretary-General. . Official communique "The Security Council held a closed meeting today at 3.30 p.m. at Lake Success to discuss the first draft of the Report of the Security Council to the General Assembly which had been pre- pared by the Secretariat. The Council approved th~ Report subject to minor corrections to be in- cluded in the final text." Cependant, le representant de l'URSS, si j'ai bien compris son intervention, marque l'intention irrevocahle de s'y opposer. Comme je ne desire nullement en arriver a le voir user de son veto contre ce texte ou savoir combien de membres du Conseil se prononceront au contraire en' sa faveur, je suis tout dispose a retirc::r ce projet de resolution. Je le fais cependant, avec regret, car je crois qu'il donne au Conseil une possibilite d'admettre quelques~uns des Etats en question au nombre des Membres des Nations Unies. Mais j'estime qu'il est inutile de passer par toutes les formalites de procedure du moment que 1'un des membres permanents se refuse a 1'examiner.
