On 9 August 1976 the Secretary-General, acting in accordance with rule 59 of the provisional rules of procedure, circulated the application of the Republic of Seychelles for admission to membership in the United Nations [S/12164]. 2. Under the provisions of rule 59, unless the Council decides otherwise, such applications shall be referred by the President to the Committee on the Admission of New Members. Accordingly, unless I hear a proposal to the contrary, I shall refer the application of the Republic of Seychelles to the Committee on the Admission of New Members for examination and report.
