I have only one speaker left on my list, and I hope that we shall be able to vote on this matter this morning. Colonel HODGSON (Australia): The President has just indicated that he hoped to go on to a vote on the Brazilian resolution. What disturbs me is that the representative of Colombia said he had another resolution which he might produce or intended to produce. Mr. TSIANG (China): Before a vote is taken on this important question, I should like to make the position of the Chinese delegation pedectly clear. In the first place, we have the greatest sympathy with Egypt's desire that United Kingdom troops should be definitely and completely withdrawn from Egypt. ._In the second place, we recognize that Egypt's interest in the Sudan is second, and second only, to the Sudanese people's right of self-determination. Nevertheless, we support the resolution submitted by the Brazilian delegation with the amendment which the representative of Brazil was good enough to indicate he would accept. Our reason for supporting the Brazilian resolution is that the two parties to the dispute had previously succeeded, to a very large extent, in solving the difference between them, and that one of the parties has expressed its desire to renew those negotiations. While I have a great deal of sympathy with the Egyptian Government's claims, I do not share the Egyptian Prime Minister's view of the Government of the United Kingdom. Je dirai d'abord que nous comprenons parfaitement le desir du Gouvernement egyptien en ce qui concerne le retrait complet et definitif des forces du Royaume-Uni stationnees sur son territuire. Nous reconnaissons d'autre part que les interets de l'Egypte au Soudan ne le cedent qu'au droit des populations soudanaises a disposer d'elles-memes. Cependant, nous appuierons la resolution soumise par le representant du Bresil, ainsi que les amendements que celui-ci veut bien accepter. Si nous appuyons la resolution du Bresil, c'est parce que les deux parties au differend ont reussi, dans une large mesure, a aplanir leurs divergences et que I'une des parties a exprime le desir de reprendre ces negociations. Malgre toute la sympathie que nous eprouvons pour la demande presentee par le Gouvernement egyptien, je ne puis partager I'opinion que le Premier Ministre de ce pays se fait du Gouvernement du Royaume-Uni. Ainsi que je l'ai signaIe l'autre jour!, je suis fermement convaincu que le Gouvernement egyptien aurait avantage a accepter cette resolution. Since the Colombian representative has not submitted any draft resolution, I have only one resolution with three amendments to it, which I now have to put to a vote. The Colombian representative said he might submit a draft resolution later. We cannot oblige him to do otherwise. He is free to submit his resolution at whatever moment he thinks proper. Colonel HODGSON (Australia): I should like to know whether the representative of Colombia can comply with my request. He has not replied to it. The point is thiG: it is very clear that six representatives have already spoken in favour of the Brazilian resolution. That me.ans that our only indication of what is in the mind of the representative of Colombia will be given through his abstention from voting on this resolution. If he has a good proposal, I think we should see it. I, personally, should very much like to see whether he can comply with that request before we proceed to a vote on what we consider a very serious question. Under the circumstances, we cannot now establish. a general rule that in every important issue all the members should be asked to present their proposals or their amendments before voting. Everyone is free to do that. This right cannot in any way be restricted. It is quite wtll establiShed that, when a proposalis presented, it must be voted on, and after that every member is free to find some way out of an impasse which may have resulted from that voting. This is the right of every member, and for that reason I think I must proceed to a vote in ·accordance with rule 36 of our .rules of procedure, which establishes the order in which amendments shall be put to a vote. I put to the vote first the amendment of the Chinese delegation to insert in the Brazilian resolution a third paragraph as follows: "Noting that the Government of the United Kingdom has already partially withdrawn its troops from Egypt and is ready to negotiate on· the completion of the ,evacuation". Mr. M UNIZ (Brazil): I wish to speak on a point of order. I declared at the last meeting on this question! that I accepted the Chinese amendment, and it is consequently incorporated in our proposal. The .PRESIDENT: We shall therefore consider the Chinese amendment as incorporated in the original proposal. I shall now put to the vote the second amendment, proposed by the representative of Belgium, ' to add to sub-paragraph 3 (a) of the Brazilian resolution the phrase: "including the reference to the International Court of Justice of disputes . concerning ,the validity c..,: the Treaty of 1936". A vote was taken by show of hands. There were 4 votes in favour, none against and 6 abstentions. The amendment was not adopted, having failed to obtain the affirmative votes of seven members. Votes for: Australia, Belgium, France, United States of America. Abstentions: Brazil~ China, Colombia, Poland, Syria, Union of Soviet Socialist Republics. The United Kingdom representative did not take part in the voting, in accDrdance with Ar- ,ticle 27 of the Charter.

I pass now to the vote on the original Brazilian resolution as modified by the two amendments already accepted by L;,e Brazilian delegation and incorporated in the proposal, together with the last insertion by the Chinese delegation, at the end of sub-paragraph 3 (b) of the resolution, which states: "and to report thereon to the Council in the first instance not later than 1 January 1948". This amendment is also accepted by the Brazilian representative and incorporated in the resolution. I shall put the amended Brazilian resolution to the vote, on the understanding that the paragraph readipg: "To keep the Security Council informed of the progress of these negotiations" means that the matter remains on the agenda, as I ruled two days ago with reference to paragraph 7 of the resolution on the Indonesian question, which was similarly worded.1 I said then that this meant that the question remained on the agenda. There was also a precedent in that respect in London, of which Sir Alexander Cadogan is well aware, in the case of the evacuation of foreign troops from Syria and Lebanon.2 In that matter, negotiations and a report to the,Council were similarly prescribed. Mr. Stettinius said at that time, and the President of the Council also ruled, that this meant that the matter remained on the agenda because a matter could not be reported to the Security Council if it were not on the agenda. There is no way of holding a meeting of the Council and reporting to that meeting certain information, unless the matter in question is on the agenda. That goes without saying. With that understanding, I put the whole draft resolution to the vote. A vote was taken by show of hands. There were 6 votes in favour, O1/,e against and 3 abstentions. The resolution was not adopted, having failed to obtain the affirmative votes of seven members. Votes for: Austzoalia, Belgium, Brazil, China, France, United States of America. Vote against: Poland. Nous avons d'ailleurs un precedent qui a ete etabli a Londres, au moment ou il s'est agi - et Sir Alexander Cadogan s'en souviendra certainement - de regler la question du retrait des troupes etrangeres stationnees en Syrie et au Liban2• Dans le eas dont je veux parler, il a ete egalement preserit d'engager des negociations et de preparer un rapport au Conseil. M. Stettini:Is declara a cette epoque, et le President du Conseil deeida lui aussi, que cette procedure impliquait le maintien de la question al'ordre du jour. En efIet, on ne peut presenter de rapports au Conseil que sur une question inscrite al'ordre du jour. 11 va de soi qu'on ne peut eonvoquer une reunion du Conseil et lui communiquer des reflSeignements sur une question qui ne figure pas al'ordre du jour. Ceci entendu, je mets aux voix l'ensemble du projet de resolution. 11 est procede au vote amain levee. 11 y a 6 voix pour, une voix contre et 3 abstentions. N'ayant pas obtenu le vote affirmatif de sept membres, la resolution n'est pas adoptee. Votent pour: Australie, Belgique, BresiI,. Chine, France, Etats-Unis d'Amerique. Vote contre: Pologne.
