I still have three speakers on my list. Probably, that is not a final list. I think it is clear enough that we cannot finish this _morning in view of the lateness of the hour.

Our progress has been disappointingly .slow, but there it is. I am told that it will be possible for the Council to resume a discussion of this question on Saturday. Saturday will be 11 October. We may expect what is called the complete report of the Consular Commission on 15 October.
Nos travaux avancent avec une lenteur decevante, mais nous n'y pouvons rien. On me dit que le Conseil pourra reprendre la discussion de cette question samedi, c'est-a-dire le 11 octobre. Le rapport complet de la Commission consuiaire nous parviendra sans doute le 15 octobr~.

Je me demande quel est l'avis des membres du Conseil: ne vaudrait-il pas mieux, a leur avis, attendre quelques jours de plus jusqu'a ce que nous soyons en possession du rapport complet, que de poursuivre cette discussion extremement diffuse et de prendre une decision, peutetre a la veille de recevoir un rapport qui pourrait nous montrer la situation sous un jour assez different? ~

I put it to the members whether they would prefer to meet on Saturday morning, or whether they would prefer to wait until the full report is received in the course of next week.
C~lonel HODGSON (A:lStralia) : My delegation' supports the Preside~t's view that we should adjourn this meeting now. However, we prefer' his alternative suggestion regarding our next meeting. We hope that he will set as ,early a date as possible, say Saturday morning.
The Australian delegation has an amendment to propose to the Council, or an alternative to the draft resolution of the USSR.
The situation is such that we should not wait for what is becoming almost a .mythical report. We were promised that report by September. It is six weeks now since the Consular Conuhission was .established. All we have received from them is what my delegation considers a most unsatisfactory repo~. I, myself, have read it about ten times, trying to understand what it means.
However, the Australian d~legation knows from information received from our consular authority, that a field survey was actually completed by the Consular COIIl1nission over,three weeks ago. We also know that the report was completed by 30 September, as they say here. However, delays have occurred. Our representa- . tive uses a stronger word than "delays". It seems" to me that if there is going to be an indefinite waiting time for the report to be received-and we have no proof when it' will be received-, then I suggest we should continue, this discussion on Saturday morning.
Mr. KATZ-SUCHY (Poland): I simply wish to express the same views'which were stated by the'representative of Australia. I believe that no delay is necessary, especially in view of the fact that we have no guarantee that such a full report, as some call it, is on the way or that it will',arrive on 15 October or shortly thereafter.
My delegation would favour an early continuation of the discussion on the USSR draft resolution. I wonder whether it would not be possible to hold a meeting tomorrow, 10 October, and also on Saturday, so as to be able to finish the question this week.

Nous prefererions toutefois la premiere des solutions qU'il a envisagees et nous esperons qu'il pourra fixer, pour la prochaine seance, une date aussi proche que possible, par exemple samedi matin. i
La delegation australienne a un amendement a presenter au Conseil relativement au projet de resolution de I'URSS ou plus exactement,'eUe voudrait presenter un autre texte de resolution.
La situation est telle qu'il nous semble preferable de ne pas attendre un rapport qui est presque en voie de devenir un mythe. On nollS l'avait promis pour septembre. Voila maintenant six sernaines que la Commission consulaire a ete creee. Tout ce que nous avons re~u d'elle, c'est 'un rapport qui, d'apres ma delegation, laisse beaucoup a, desirer. Personnellement, j'ai du le lire une dizaine de foi'S pour essayer d'en saisir le sens.
La deIegatio!1 australienne sait toutefois, d'apres certains renseignements des services consulaires australiens, que la Commission consulaire a termine son enquete sur place il y a plus de troissemaines et que le rapport etait acheve le 30septembie, comme on le dit id. Mais certains retards se sont produits. Notre representant emploi un mot plus fort que "retard". Cette attente me semble pouvoir se prolonger
indefinimente~ rien ne prouve que ledit rapport arrivera; je propose donc de poursuivre cette discussion samedi matin.
M. ~TZ-SUCHY (Pologne) (traduit de l'anglais) : Je tiens simplement adire que je partage l'avis du representant de l'Australie. Il me semble inutile d'attendre etant donne surtout qu'il n'est nullernent prouve que le rapport complet ait ete expedi6 ou qu'il doive nous parvenir le 15 octobre ou peu apres.

Well, if that is the sense of the Council, and I havi:; heard no voice in support of my suggestion, I willingly yield. The Council will therefore not wait for the report and'will go ahead with this discussion as early as possible. I shall ask the Council to meet again at 10.30 on Saturday morning, 11 October.

Le Conseil n'attendra done pas le rapport et poursuivra cette discussion, le plus tot possible. Je vais demander au Conseil que la reunion ait lieu samedi 11 octobre a 10 h. 30.
