S/PV.212 Security Council

This is a situation that has not been sprung upon us. I think we knew there was going to be a plenary meeting of the General Assembly. On an earlier occasion we did hold meetings of the Security Council during plenary 'sittings of the Assembly.' I do not think it led to impossible inconveniences. During the session of the Gen~ral Assembly, I quite agree it is very difficult to suit everybody's convenience; in fact, it cannot always be done. For some delegations, of course, it is extremely difficult to cover concurrent meetings. Some delegations are not staffed quite so strongly as others. It surprises me that the manpower of the USSR delegation is not sufficient to furnish alternates to cover both meetings. However, I quite see that if the USSR representative says he must attend the meeting of the General Assembly, it presents us with a difficulty. This is a matter which I cannot decideon my own, and I shall have to ascertain the wishes of the Council in the matter. This particular question with which the Council is occupied has been dragging on now for a long time, with con.stant postponements due to various causes. I might say that I myself h;:::ve been the c-ause of slight delay. However, I do not see that it should. be impossible to attempt to carry on here, next door t? th: plenary meetir;g of the Ass~bly. If any sltuatIOn were to arlse suddenly, of course, we should !tear of it at once, ~ap.d it would always be possible to suspend the sltting. . , I do hope that the Council will agree with me that the time has come to make as rapid progress as we can with the Indonesian question, in an endeavour to reach some kind of conclusion and that the Council will agree that we should' continue with the sitting now, in the hope that we may reach some definite conclusion by 1'o'clock. Mr. AUSTIN (United States of America): It strikes me as a serious situation if our friend Mr. Gromyko is put to inconvenience by the coincidence of these two meetings. I well understand the basis of his position and I fe..el that, when forced to vote upon such a situation, I shall support him. I think the whole Council will support him.$ The question I VlTant to raise is whether it is possible for us t;; proceed and arrange to be informed if an occasion should arise in the General Assembly that w,uld necessitate the presence of Mr. Gromyko or any other member of' the Security Council. If we could accommodate each, other in that way, we might make the progress which we ought to make. 'lIhis is my suggestion, and I ask my friend Mr. Gromyko if it is possible to go on concurrently and keep informed about the status of the situation in the plenary session of the Assembly. I have an idea that there may be some debate in the General Assembly in which it would not be:: necessary for us to participate as listeners. During such debate, we might go ahead in the Security Council.

May I ask whether that would be acceptable to the USSR representative? Mr. GROMYKO (Union of Soviet Socialist Republics) : I did not say that the meeting should be automatically postponed if it is inconvenient for anyone of the members of the CoUncil. I said it should be taken into account if it is inconvenient for any member of the Council. In such a case, I think the members of the Council should be consulted. They were not consulted. If I had been consulted 'yesterday, I ce.rtainly should have advised the President not to call the meeting at 10.30 a.m. It is inconvenient to have simultaneous meetings. If it is agreeable, I would prefer to have a meeting in the evening, at 8 or 9 o'clock! or at any time tomorrow, provided that tt:~~.~=::Oft~~:::~does not coincide with Quant a la declaration de M. ' I very much regret that the USSR representative considers that he was not consulted beforehand about these arrangements, but'I must point out that the agenda was sent out on Friday night and that Saturday morning's Journal of the General Assembly contained indication of the proceedings proposed: that is, the meeting of the Security Council at this hour this mo.rning and the meeting of the General Assembly. I am sorry that special consultation was not ·made, but the meeting' had beep brought to the notice of the USSR representative. I think he might have raised the point a little earlier. However, as the proposal made by the representative of the United States does not seem to have found favour with the USSR representative and as I hear no. other opinion to the contrary from other members of the Council, I shall propose to adjourn. I am sorry to say, with regard to Mr. Gromyko's proposal, that a meeting at 8 or 9 o'clock t~is evening will not he convenient for me. I do not know how convenient it will be for '.' ~her members of the Council. I shall be perfectly willing to summon the Security Council for a convenient hour tomorrow, but 1 do not know wheth- ·er that will be possible. I am informed by the Assistant Secretary-General that it is not certain whether the plenary session of the Assembly will continue tomorrow or not. Therefore, we cannot know until later in the day whether to plan for a meeting of the Security COl1ncil tomorrow morning. If the Council will allow me, I shall ·keep in touch with the Secretariat and make a suggestion for a meeting at the earliest convenient hour. I shall see to it that all members of the Council are notifie~ without delay, and I shall ask them, if they see any difficulty about any suggestion of that kind made to them, to lodge their protest or to make a suggestion at the earliest possible moment. It seems a pity to assemble here and have .to adjourn. . Mr. SOBOLEV (Assistant Secretary-General in charge of Security Council Affairs) : May I propose that the Council tentatively schedule a meeting for tomorrow morning? If there is a plenary meeting called, then the meeting of the Security Council can be postponed. Mr. GROMYKO (Union of Soviet Socialist Republics) : Why not meet at 9 ot 9.30 tomorrow morning and continue until 11?

I do not think the suggestion made by the USSR representative is really very practical. If we called· a meeting for 9 or 9.30 tomorrow we should not finish before 11. We should merely put ourselves to considerable inconvenience for no very great purpose. If I am informed corr~ctly, some of the. members of the Council are gomg to submit certain new proposals. I should like them to submit them now so that we may know the character of such proposals before holding the next meeting. They could be given to each member of the Council individually after the meeting.

I take note of the suggestion of the Polish representative, which ~i11, of course, be taken into consideration. 'With regard to what the USSR representative has just said, I would request any member of the Council who has a new proposal to make to have it circulated immediately, or as soon as possible, to the members of the Council. Unless I hear any further objection, I now propose to adjourn the meeting until 10.30 a.m. tomorrow, subject to there being no plenary meeting of the Assembly or any other insurmountable obstacle. I would give notice to the members that that meeting, if it can be held, will take place at Lake Success and not here.
