S/PV.221 Security Council

The question before the Council is the letter from the Secretary-General. This meeting is called on account of that letter, advising that the General Assembly has requested the Security Council to reconsider the applications of Italy and Transjordan during this session of the Assembly. In order to accomplish this, and to be in a position to report back to the Assembly during this session,· it was necessary to call an immediate meeting of the Council. The General Assembly, as the members know, passed other resolutions relating to new Members. These have not been placed before the Security Council at this meeting, although it is assumed that the members will take the action of the General Assembly into consideration in determining what action should be taken at this meeting. Specifically, the General Assembly has sent four other applications back to the Council for reconsideration and recommended to the permanent members of the Security Cou:ucil to consult, with a view to reaching agreement, on the admission to membership of applicants which have not been recommended hitherto and to submit their conclusions to the Security Council,1 As to all applications, except for the two which are now before the Council, it would appear that the General Assembly contemplatea that consultations among the members should take place the application of Transjordan. in the light of this determination of the Assembly." 11 "The General Assembly, "Noting that nbe members of the Security Council on 1 October 1947 supported a draft resolution recommending the admission to the United Nations of Italy, but that no recommendation was made to the Assembly because of the opposition of one permanent member although that member had previously expressed the belief that Italy was eligible for membership; "Considering that the opposition to the above-mentioned application was based on grounds not included in Article 4 of the Charter; "Determines that Italy is in its judgment a peaceloving State within the meaning·of Article 4 of the Charter, is able and willing to carry out the obligations of the Charter, and should therefore be admitted to membership in the United Nations, and "Requests the Security Council to reconsider, before the end of the present session of the General Assembly, the application of Italy, in the light of this determination of the Assembly." Le Conseil a ete convoque aujourd'hui en raison de cette lettre, qui nous informe que l'Assembtee generale a prie le Conseil de securite de proceder, pendant la session actuelle de l'Assemblee ge!lerale, a un nouvel exanien des Jt:mandes d'admission de l'Italie et de la Trausjordanie. Pour proceder a cet examen et pour pouvoir faire rapport 11 l'Assemblee au cours de la session actuelle, il a ete necessaire de convoquer une seance immediate du Conseil. L'Assembtee generale, comme les membres du Conseil le savent, a vote d'autres resolutions relatives a l'admission de nouveaux Membres. Ces resolutions n'ont pas ete communiquees au Conseil de securite a la presente seance, bien que I'on presume que le Conseil, en decidant aujourd'hui des mesures a prendre, tiendra compte de celles qui ont e16 prises par l'Assemblee generale. Plus precisement, l'Assemblee generale a renvoye pour examen au Conseil quatre autres demandes d'adniission en recommandant ases membres permanents de se concerter afin de parvenir a un accord sur I'admission des candidats dont la' demande n'a pas fait jusqu'a present l'objet d'une recommandation et afin de presenter leurs conclusions au Conseil de securite1• Il semble qu'en ce qui concerne toutes les demandes d'admission, sauf les deux demandes clont le Conseil est saisi en ce moment, l'Assemblee generale ait considere que les membres du nouvel examen de la demande d'admission de la Transjordanie a la lumiere de la presente declaration de l'AssembIee." 11 (iL'Assemblee generale, Prenant octe du fait que neuf membres du Conseil de securite, le ler octobre 1947, se sont declares en faveur d'un pro;et de resolution recommandant l'admission de l'Italie a I'Organisation des Nations Unies, mais qu'aucune recommandation n'a ete faite a l'AssembIee par suite de J!opposition d'un membre permanent, bien que ce membre se flit precedemment declare d'avis que l'Italie etait admissible a I'Organisation des Nations Unies; Considerant que cette opposition a la demande d'admission mentionnee ci-dessus se fondait sur des raisons que ne prevoit pas l'Article 4 de la Charte, Declare que l'Italie est, a son avis, un Etat pacifique au sens de l'Article 4 de la Charte, qu'elle est capable?e remplir les obligations que lui impose la Charte et ~IS­ posee a le faire, et qu'elle devrait, par consequent, etre admise comme Membre des Nations Unies; Prie le Conseil de securite de proceder, avant.la dfin . de la session en cours, a un nouvel examen de la ~­ mande d'admission de l'Italie, a la lumiere de la presente Mdaration de l'Assembh~e." Mr.GROMYKO (Union of Soviet Socialist Republics) (translated from Russian): The USSR delegation's position with regard to Italy's and Transjordan's applications for admission to the United Nations remains the same as it was when applications from these countries were considered previously. There is no change in the USSR delegation's position with regard to these countries' applications.

As no other members have asked to speak, it seems clear that none of the members of the Security Council has changed its' position on either of these applications. Therefore, if there is no objection, the Security Council will report to the General Assembly that reconsideration of the two applications by the Council has indicated that none of the members has changed its position, that this reconsideration has therefore not produced any. r((sults, and that the Security Council has postponed further reconsideration of these two applications in order to allow consultation among the permanent members. Le PRESIDENT (traduit de l'anglais): Comme aucun autre representant n'a demande a prendre la parole, il semble clair qu'aucun membre du Conseil de securite n'a modifie sa position a l'egard des deux demandes en cause. En consequence, si perSQ.ime ne souleve d'objection, le Conseil de securite fera connaitre it l'Assemblee generale que le nouve1 examen de ces deux demandes, auquel il a procede, a fait ressortir qu'aucun membre n'a modifie sa position, que ce nouve1 examen n'a donc donne aucun resultat et que le Conseil desecurite a remis a plus tard le nouvel examen de ces deux demandes afin de permettre aux membres permanents de se concerter. Comme aucune objection n'est soulevee, telle est la procedure qui sera suivie par le Conseil de securite. La seance est levee a10 h. 55.
