S/PV.2301 Security Council

I wish to inform the members of the Council that I have received a letter. dated II September 19XI. from the representative of Guatemala requesting to be invited to participate in the Council’s discussion of the application of Belize fol admission to membership in the United Nations. In accordance with the provisions of Article 31 of the Charter and with ruie 37 of the provisional rules of procedure. as well as the usual practice, I propose to invite the representative I have just mentioned to participate in the discussion without the right to vote.

On 21 September. the Secretary-General, acting in accordance wi:h rule 59 of the provisional rules of procedure of the Council. circulated the application of Belize for admission to membership in the United Nations l.S//470/1. Under the further provisions of rule 59, unless the Council decides otherwise. such application shall be referred by the President of the Council to the Committee 011 the Admission of New Members. Accordingly, unless I hear a proposal to the contrary, 1 shall refer the application for admission of Belize to the Committee on the Admission of blew Members for examination and report. 4. The last sentence of rule 59 provides that the Committee shall report its conclusions to the Council not less than 35 days in advance of a regular session of the General Assembly. As the Assembly is in session now. I propose that the Council agree to waive the deadline 011 this occasion and ask the Committee to report today. I take it that the Council agrees to foliow the procedures I have just outlined.

I suggest that the members of the Committee meet immediately following the adjournment of this meeting in order to examine the application of Belize and prepare the Committee’s report to the Council.
