It is with deep regret and sorrow that we have all learned of the death of the head of State and Chairman of the Presidium of the Supreme Soviet of the Ukrainian Soviet Socialist Republic, His Excellency Mr. Aleksey Fedosseevich Vatchenko. It is fitting for the Security Council to pay tribute to his commitment to the cause of world peace. Permit me, as President of the Council, and on behalf of its members, to convey to the representative of the Ukrainian Soviet Socialist Republic, and through him to the Government and people of his country and to the bereaved family, sincere condolences.
On the proposal of the President, the members of the Council, standing, observed a minute of silence.
2. Mr. KRAVETS (Ukrainian Soviet Socialist Republic) [interpretation from Russinn]: Mr. President, the delegation of the Ukrainian Soviet Socialist Republic is most grateful to you and to the members of the Council for the condolences you have just expressed in connection with the passing of the head of State and Chairman of the Presidium of the Suprerine Soviet of the
Ukrainian SSR, and Deputy Chairman of the Presidium of the Supreme Soviet of the Soviet Union, Aleksey Fedosseevich Vatchenko. We shall convey your sincere condolences to the Government and people of the Ukrainian SSR.

Members of the Council have before them the report of the Secretary-General on the United Nations Disengagement Observer Force for the period 22 May to 16 November 1984 [s/26829]. Members of the Council also have before them a draft resolution [S/16845], which has been prepared in the course of the Council’s consultations.
4. Unless I hear any objection, I shall put the draft resolution to the vote.

In connection with the resolution just adopted on the renewal of the mandate of the United Nations Disengagement Observer Force, I have been authorized to make the following complementary statement on behalf of the Security Council:
“As is known, the report of the Secretary-General on the United Nations Disengagement Observer Force [S/16829] states, in paragraph 26: ‘Despite the present quiet in the Israel-Syria sector, the situation in the Middle East as a whole continues to be potentially dangerous and is likely to remain so, unless and until a comprehensive settlement covering all aspects of the Middle East problem can be reached.’ That statement of the Secretary-General reflects the view of the Security Council.”
