Speaking as the representa.. tive of CHINA, 1 should like to say simply that my delegation will su.pport the Belgian amendment. The Belgian amendment anâ the originai United States proposaI both envisage a committee of the five permanent members of the seeurity Couneil. Different opinions on that point have becn expressed. In our .view, that machinery is of seeondary impo~tance..1f the majority of the Se-eurlty Conn... cil should agree on a committee of the five per· manent members, my delegation would bt glad to participate. Personally, 1 should prefer a cornmitt,ee differently constituted, especially sinee the rep~sentative of the United Kingdom has aiready stated that his delegation could notparticipate in sucb ,J committee. Wc think that some sort of committee should be set up, not necessarily a committee of the five pw:manent memb~rs. So much for the machinery and procedure in handli\tg this question. On the question as ·ll wliole~ l, find that the staternent made today by the representative of Canada is eminently reasonable. It seems to us that a 'Supreme effort should bemade by the Secqrlty CO\.Ulcll to find ways of conciliation. If that is the case, we feel that a committee of the Security Council could make a larger contribution if itstarted action without commitments. Saoner or later,the Seëurity Cotlttcn will come to adecistOD, but that.decision should comeafter studYfmvestigation, report and débate in the Securlty Council. It Ïs for thatreason that we should prefer proccedingalong the lines suggested by the Belgian delegation. 1 have only one idea' to add. The distinction between enforcement of partition by force and the maintenancè of peace by forcef while Iegally valid and iinportant, 8eems tn' us in the present situation tobeunreal; and, therefo1'e, that is an. additiona! reason why my·delegation would like ta see this committee, however constituted, start ifs tasle without a binding commitment or instructions from the Security Council.
