The resolution of the Security COUDcil adopted on 5 March 1948 [263rd meeting] requested the permanent membeJ,'s of the Security Council, firsl, to consult and to inform the Council regardfug the situation with respect to Palestine'; and, secondly, torecommend instructions which the COUDcil might usefully give ta the ~Palestine Commission.' . , On 19 'March1948 [270th meeting], the'permanen~·members report,ed to the Security Council With regard to thefirst part·of this resol'tltiort; The representative of the United States ~reported' on behalf of bis delegation as wellas the deleg~tions of France and China, The representative of· the Union. of ~o~et Socialist Republics reportedfor himself. , . ' . Later the same day, the representative affile United States placed before· the Security COUDoil certain braad proposaIs which were ta be followed by resolutions [271st meeting]. Since 19 March the consultations among the permanent members of the Security Council have not taken place.
It seems ta me that atthe present stage nothing will be gained by.a renewal,of.those consultations. It ",oùld be better for the. Security .Council to
awai~ such d~tailed proposaIs as. the.delegation of the ,United States m~y ptac.e befote it, or'.such proposaIs..as other 4elegations lDay place befo,re it. .. " ',Mr. LaPEZ (Colo:mbia): 1 am very' happy that my remarks ha"V'e.elicited ITom the President the. statement that hè has just. made, namely,. that
thes~conversations among the permanent members of the Security Council cannot.. usefully .be renewed. Sorne ·of the. representative,Sonthe Security Council thought that would come to pass, and.that· is actuallythe trouble·:. the problem was in the handsof thepermllI1ent m.embers of the Security COUDcil alld we did not get any solution froJ.n. them. , Of course, we havt} ta goahead with our work. The Security Council has to discharge its.·responsibilitie.s-and they are not light responsibilities ':'-and it is .extremely useful to have the' situation clarified, às the President bas' just done in stating that we cannot proceed'~on theassumption that thé conversations among the permanent members ?f th~ SecuritY. Council cR;Ii be usefully carried on In fuis. conneJUon.
