I should like. to r'ecall that.at its 2739th meetingi‘on 27 March 1987, the'security Council'adopted resolution 59s (1987), in +h$ch it decided that the election to fill the vacancy in the International Court of Justice should take place 'on 14 September'1987 at a meeting of theSecurity Council and at a meeting of the forty-first session of the General Assembly. This vacancy was caused by the death of Judge Guy Ladreit de Lacharriere on 10 March.1987. This morning the Security Council and the General Assembly &ill proceed ' '- independently with the election, in accordance with the relevant prov$sions'of,,the Statute of the Court, for the purpose of filling'this vacancy. The list of candidates nominated by national groups is contained in doc&nents S/l9062 and S/19123. Document S/l9063 contains the curriculum vitae of the, candidate. . . ‘ (The President) The Security Council also has before it a memorandum by the Secretary-General, in document S/19018, describing the present composition of the Court and setting * ..L out the pro&lure to be followed in the conduct of the election. I -should iike‘to remind the Council that under Article 10, paragraph 1 of the Statute of &InternationalCourt of Justice ““Those’candidates who obtain an absolute majority of’votes in the General Assembly and in the Security Council shall be donsidered as elected”. s ‘. il The re&ired majority in the Security Council“is eigbt,.votes. Article 15’ of the Statute of the Court provides that. “A member of the Court elected to replace a’ member whose term of office has not expired shall hold office for the remainder of his predecessor’s term”. . Accordingly, the member elected to fill the femainder of.&& term left vacant by the death of Judge Ladreit de’lacharribre will ‘serve u&ii-S February 1991. ,The voting Vi11 be by secret ballot. Whenwe proceed to the vote, members of the Council will receive a ballot containing the name of the candidate. Members of the Council casting a vote shoulg,.place an “xa next to the name of the candidate. Votes may be cast only for the candidate whose name appears on the ballot paper; otherwise, the.ballot will be considered invalid. Each elector may.vote .for I only ,one can&date. When a candidate has ,obtained the reuuired majority, I shall notify the President of the General Assembly of the name of that candidate and I shall.request the Council to remain in session pending the receipt from the President of the General Assembly of the result of the voting in the Assembly., I shall now.proceed -to ?:aw lots to select the two delegations to act as tellers. : ***

Mr. Gilbert Guillaume has thus received the required majority of votes -in the Security Council. I shall communicate the result of the voting to the President of the General Assembly in writing. I request the Council to remain in session while we wait for the President of the General Assembly to inform the Council of the result of the voting in the Assembly. ***

I have just received a letter from the President of the General Assembly, which reads as follows: "I have the honour to inform you that at the 103rd plenary meeting of the forty-first session of the General Assembly, held today for the purpose of electing one member of the International Court of Justice, Mr. Gilbert Guillaume of France obtained an absolute majority of votes in the General Assembly.m As the Security. Council and the General Assembly have agreed on the same. candidate, the distinghshed jurist Mr. Gilbert Guillaume of France has been elected a member of the International Court of Justice for a term of office expiring on 5 February 1991. I should like to congratulate him and wish him every success in the high office to which he has been elected. The Security Council has thus concluded its business for this,meeting. The meeting rose at 11 a.m.
