As this is the first meeting of the Security Council for
October, I should like to take this opportunity to pay tribute, on behalf of the
Council, to His Excellency Mr. James Victor Gbeho, Permanent Representative of
Ghana to the United Nations, for his service as President of the Council for the
month of September. I am sure I speak for all members in expressing deep
appreciation to Ambassador Gbeho for the great diplomatic skill with which he
conducted the Council's business last month.
ADOPTION OF THE AGENDA
The agenda was adopted.
LETTER DATED 21 AUGUST 1987 FROM THE ACTING PRESIDENT AND MINISTER FOR EXTERNAL AFFAIRS OF THE REPUBLIC OF NAURU ADDRESSED TO THE SECRETARY-GENERAL, CONCERNING NAURU'S APPLICATION TO BECOME A PARTY TO THE STATUTE OF THE INTERNATIONAL COURT OF JUSTICE (S/19137)
The Security Council will now begin its consideration of
the item on its agenda.
I propose that in conformity with existing precedents the application
submitted by the Republic of Nauru , which is contained in document S/19137, should
be referred to the Council's Committee of Experts for study. May I take it that
the Security Council agrees on this procedure?
There being no objection, it is so decided.
AS it is most desirable that the Security Council, and then the General
Assembly, take a decision on this application before the close of the General
Assembly's current session, I suggest that the Committee of Experts meet tomorrow
to examine the application of the Republic of Nauru and prepare the Committee's
report to the Council.

Accordingly, the Committee of Experts will meet tomorrow, Friday, 16 October,
at 10 a.m. in Conference Room 5. I further request the Committee to prepare its
report for consideration by the Security Council at a meeting which I intend to
schedule for Monday, 19 October, at 4 p.m.
There being no objection, it is so decided.
