I should like to inform the Council that I have received a letter dated 30 March 1988 from the Permanent sepresentative of Ugeria to the United Nations, which reads as follow?: (The President) “I have the honour to request that, in accordance with its previous Practice, the Security Council invite nC. EWouk Kaddoumi, Chief of the Political Department of the Palestine Liberation Organization, to participate in the debate on the itefa entitled ‘The situation in the occupied Arab territories’“. That letter has been circulated as document S/19706. The proposal by Algeria is not mde pursuant to rule 37 or rule 39 of the provisional rules of procedure of the Security Council, but if approved by the Council the invitation to participate F’L the debate would confer co the Palestine Liberation Organisation the same rights Of participation as those conferred on Member States when invited to participate pursuant to rule 37. Ooes any m&et of the Council wish to speak on this proposal?
