Diplomatic expressions and remarks
As this is the first meeting of the Security Council for
the month of April, I should like to take this opportunity to pay tribute, on
behalf of the Council, to His Excellency Mr. Abdalla Saleh Al-Ashtal, Permanent
Representative of Democratic Yemen to the United Nations, for his remarkable
service as President of the Security Council for the month of March 1990. I am
sure I speak for all members of the Security Council in expressinq deep
appreciation to Ambassador Al-Ashtal for the qreat diplomatic skill and unfailing
courtesy with which he conducted the Council's business last month.

ADMISSIONOF NEW MEMBERS
LETTER DATED 6 APRIL 1990 FROM THE PRESIDENTOF THZ REPUBLIC OF NAMIBIA ADDRESSED TU THE SECRETARY-GENERAL (S/21241)
The PR&lDENTr The Security Council will now beqin its consideration of
the item on its agenda.
In a letter dated 6 April 1990 addressed to the Secretary-General, the
President of the Republic of Namibia submitted the application of his COUntW for
membership in the United Nations. That letter has been circulated in
document S/21241. Under the provisions of rule 59 of the provisional rules of
procedure of the Security Council, unless the Council decides otherwise
applications fbr membership shall be referred by the President of the Council to
the Committee on the Mmission of New Members. Accordingly, unless I hear a
proposal to the contrary, I shall refer the application of the Republic of Namibia
to the Committee on the Admission of New Members for examination and report. The

last sentence of rule 59 provides that the Committee shall r-port its conclusions
to the Council not less than 14 days in advance of a special session of the
General Assembly. As the eiqhteenth special session of the General Assembly Will
commence on 23 April, I propose that the Council agree to waive the time-limit on
this occasion.
I take it that the Council agrees to follow the procedure I have just outlined.
There being no objection, it is so decided.
I would suggest that the members of the Committee on the Admission of New
Members meet immediately following the adjournment of this meeting in order to
examine the application of the Republic of Namibia and prepare the Committee's
report to the Council.
As I hear no objection, it is so decided.
Accordinqly, the Committee will meet in 10 minutes in Conference Room 5.
I would further request the Committee to prepare its report for the
consideration of the Security Council at a meeting to be held at 3-30 p.m. today.
