As this is the first meeting
of the Security Council for the month of June, I should like to take this
opportunity to pay tribute, on behalf of the Council, to His Excellency
Mr. Klaus TLirnudd, Permanent Rapresentative of Finland to the United Nations, for
hi8 service as President of the Security Council for the month of May 1990. I an
sure I speak fix all members of the Security Council in expressing deep
appreciation to hnbassador TBrnudd for the great diplomatic skill and unfailing
courtesy with which he conducted the Council's business last month.

The Security Council will
now begin its consideration of the item an its agenda. The Security Council is
meeting in amordance with the understanding reached in its prior consultations.
Mambers of the Council have before them a report of the Secretary-General,
dated 4 June 1990, on the United Nations Observer Group in Central tierica,
docuoent S/21341. M?mbero of the Council have also received @?otocopiee, in
English and French, of the report made by the Secretary-General today, which will
be plblished as a docent of the Security Council under the symbol S/21349.

resolution prepared in the course of the Council's prior mnsultations. I should
also like to draw attention to document S/21347, which contains the text of a
letter dated 7 June 1990 frm the Permanent Pepresentatives of Spin and Venezuela
to the United Nations addressed to the Secretary-General.

It is my understanding that the Council is ready to proceed to the vote on the
draft resolution (S/21350) before it. Unless I hear any objection, I shall put the
draft resolution to the vote now.
There being no objection, it is so dxided.

In favour: Canada, China, Colombia, C&e d’lvoire, Cuba, Ethiopia, Pinland,
France, Malays ia, mania, Union of Soviet Socialist Republics,
United Kingdcm of Great Britain and Northern Ireland, United
States of Ruerica, Yeroen, Zaire
There were 15 votes in
favour . The draft resolution has accordingly been adopted unanimously as
resolution 656 (1990).
The Security Cduncil has thus concluded the present stage of its consideration
of the item on its agenda.
