As this is the first meetiny of the Security Council for
the nmnth of July, I should like e0 take this opportunity ti pay tribute, on behalf
of the Council, to His Emellency MC. Pierre-Louis Blanc, Permanent Representative
of France b the United Nations, for his service as President of the Council for
the month of Jme 1990. f am sure I speak for all members of the Council in
expressing deep appeeciaticm to Ambassador Blanc for the great diplomatic skill and
Unfailing CoUrtes~with tiifch he conducted the Council's business last month.
The agenda was adopted.

The PRESIDBIT: The Security Council will now begin ftu consideration oE
the item on its agenda.
The Security Council is meeting in accordance with the understanding reached
in its prior consultations.
Metiers of the Council have before them the report of the SecretaryGeneral on
his mission of g& offices in Cyprus, document S/21393. Member5 of the Council
also have before them the request contained in a Petter dated 18 July 1990 from the
Permanent Representative of Cyprus to the United Nations address& to the President
of the Security Council I document S/21399.
Follwing consultations among member6 of the Security Council, I have been
authorized to make the following statement on behalf of the Council:
*The metiers of the Council have considered the Secr&ary-&neral*s
report on hia mission of good of ficeo in Cyprus (S/21393). They are unanimous
in giving their full euppport to the Secretary-General’s current effort to
assist the two communities to reach a just and lasting solution. They agree
with his asseesmnt of recent develo~nte , share his concern about the lack
of progress, and endorse his plan of action.
“The members of the Security Council reaffirm their resolution 649 (1990)
of 12 March 1998, which was accepted by both sidea, and reiterate the
importance they attach to an early negotiated settlement of the Cyprm problem.
“The members of the Council call ur the letders of the two communities to
CO-Oprab fully with the Seceetary-General on the basis of his plan of action
and to arrive, on an urgent basis , at an agreed outline of an overall
agreement. In line with resolution 649 (1990), they request the
Secretary-General to make suggestions, as necessary, to assist the two
coRUWnitie8 in arriving at an agreed outline.
“The members of the Council again call. on the parties concerned to
refrain, especially at this sensitive stage in the process, from any action or
statement that could aggravate the situation. They expre69 their concern over
any action which contravenes paragraph 5 of Security Council resolution 550
(1984) and paragraph 5 of resolution 649 (1990). They call upon both
communities to concentrate their efforts on promoting mutual confidence ad
reconciliation.
“The metiers of the Council request the Secretary-General to inform the
Council by 31 October 1990 about the implementation of his plan of action.”
There are no speakers inscribed on my list. The Security Council has thus
concluded the present stage of its consideration of the item on its agenda.
