I should like to inform the Council that I have received letters from the representatives of the Islamic Republic of Iran and Iraq in which they request to be invited to participate in the discussion of the item on the Council's agenda. In accordance with the usual practice, I propose, with the consent of the Council, to invite those representatives to participate in the discussion without the right to vote, in conformity with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure. There being no objection, it is so decided. At the invitation of the President, Mr. Kharrazi (Islamic Republic of Iran) took a place at the Council table: Mr. Al-~Anbari (Iraq) took a place at the Council table.

_The Security Council will now begin its consideration of the item on its agenda. Members of the Council have before them the report of the Secretary-General (5/21960) on the United Nations Iran-Iraq Military Observer Group (UNIIMOG) for the period 22 September 1990 to 20 November 1990. Members of the Council also have before them the text of a draft resolution, which is contained in document 8/21970 and has been prepared in the course of the Council's prior consultations. It is my understanding that the Council is ready to proceed to the vote on the draft resolution before it. If I hear no objection, I shall put the draft resolution to the vote now. (The President) There being no objection, it is so decided. There were 15 votes in favour. The draft resolution has therefore been adopted unanimously as resolution 676 (1990). The Security Council has thus concluded the present stage of its consideration of the item on its agenda. Before adjourning the meeting, I should like to announce that the Security Council will resume its consideration of the item "The situation between Iraq and Kuwait" in a few minutes. the meeting rose at 5.15 p.m.
