I should like, at the outset
of the meeting, to extend a warm welcome to the new Permanent Representative of
France to the United Nations, His Excellency Mr. Jean-Bernard M&rim&e. We look
forward to cooperating with him in the work of the Security Council. .

THE SITUATION BETWEEN IRAQ AND KUWAIT
REPORT OF THE SECRETARY-GENERAL ON THE IMPLEMENTATION OF PARAGRAPH 5 OF SECURITY COUNCIL RESOLUTION 687 (1991) (S/22454 and Add.l-3)

I should like to inform
members of the Council that I have received letters from the representatives of
Iraq and Kuwait in which they request to be invited to participate in the
discussion of the item on the Council's agenda. In conformity with the usual
practice, I propose, with the consent of the Council, to invite those
representatives to participate in the discussion without the right to vote, in
accordance with the relevant provisions of the Charter and rule 37 of the Council's
provisional rules of procedure.
There being no objection, it is so decided.
At the invitation of the President, Mr. Al-Anbari (Irau) and Mr. Al Sallal
(Kuwait) took nlaces at the Council table.
The PRESID,ENT (interpretation from French): The Security Council will
now begin its consideration of the item on the agenda,
The Security Council is meeting in accordance with the understanding reached
in its prior consultations,
Members of the Council have before them the report (S/22454 and Add.l-3) of
the Secretary-General on the implementation of paragraph 5 of Security Council
resolution 687 (1991).
Members of the Council also have before them document S/22470, which contains
the text of a draft resolution that has 'been prepared in the course of the
Council's prior consultations. In this connection, I should like to draw attention
to the fact that the following paragraph has been added to the draft resolution, as
the second preambular paragraph: "Acting under Chapter VII of the Charter".
I should like to draw the attention of members of the Council to the following
documents: S/22453 and S/22457, letters dated 5 and 4 April 1991, respectively,
from the Permanent Representative of Kuwait to the United Nations addressed to the
Secretary-General; and S/22456, letter dated 6 April 1991 from the Permanent
Representative of Irag to the United Nations addressed respectively to the
Secretary-General and the President of the Security Council.
It is my understanding that the Council is ready to proceed to the vote on the
draft resolution before it. Unless I hear any objection, I shall put the draft
resolution to the vote now.
There being no objection, it is so d.ecided.
I now put to the vote the draft resolution in document S/22470.
A vote was taken by show of hands.
In favour: Austria, Belgium, China, Cdte d'Ivoire, Cuba, Ecuador, France,
India, Romania, Union of Soviet Socialist Republics, United
Kingdom of Great Britain and Northern Ireland, United States of
America, Yemen, Zaire, Zimbabwe
There were 15 votes in
favour. The draft resolution has therefore been adopted unanimously as resolution
689 (1991).
The Security Council has thus concluded the present stage of its consideration
of the item on the agenda. The Council will remain seized of the matter.
