I should like to inform members of the Council that I have received letters from the representatives of Iraq and Kuwait in which they request to be invited to participate in the discussion of the item on the Council's agenda. In conformity with the usual practice, I propose, with the consent of the Council, to invite those representatives to participate in the discussion without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure. There being no objection, it is so decided, At the invitation of the President, Mr. Al-Anbari (Iraq) and Mr. Abulhasan (Kuwait) took Places at the Council table.

The Security Council will now begin its consideration of the item on its agenda. The Security Council is meeting in accordance with the understanding reached in its prior consultations. Members of the Council have before them the report of the Secretary-General pursuant to paragraph 19 of Security Council resolution 687 (1991), document S/22559. Members of the Council also have before them document 5122613, which contains the text of a draft resolution submitted by the United Kingdom of Great Britain and Northern Ireland and the United States of America. Belgium, France, Romania, the Union of Soviet Socialist Republics and Zaire have also become sponsors of the draft resolution, (The President) I should like to draw attention to a technical change in paragraph 2 of the draft resolution. In the second line, the reference to "687" should read "resolution 687 (1991)". It is my understanding that the Council is ready to proceed to the vote on the draft resolution before it. Unless I hear any objection, I shall put the draft resolution to the vote now. A vote was taken bv show of hands. The result of the voting is as follows: 14 votes in favour, none against and one abstention. The draft resolution has been adopted as resolution 692 (1991). The Security Council has thus concluded the present stage of its consideration of the item on its agenda. The Security Council will remain seized of the matter. The meetino rose at 12.35 P.m.
