As this is the first meeting of the Security Council for the month of September, I should like to take this opportunity to pay a tribute, on behalf of the Council, to His Excellency Mr. Jo& Ayala Lasso, Permanent Representative of Ecuador to the United Nations, for his service as President of the Security Council for the month of August 1991. I am sure I speak for all members of the Security Council in expressing deep appreciation to Ambassador Jo& Ayala Lasso for the great diplomatic skill and unfailing courtesy with which he conducted the Council's business last month. The Security Council will now begin its consideration cf the item on its agenda. In a letter dated 30 August 1991 addressed to the Secretary-General, the Chairman of the Supreme Council of the Republic of Estonia submitted the application of his country for membership in the United Nations. That letter has been circulated in document S/23002. (The) In a letter dated 30 August 1991 addressed to the Secretary-General, the Vice-Chairman of the Supreme Council of the Republic of Latvia submitted the application of his country for membership in the United Nations. That letter appears in document S/23003. Finally, in a letter dated 29 August 1991, the President of the Supreme Council of the Republic of Lithuania submitted the application of his country for membership in the United Nations. This application is contained in document S/23004. Under the provisions of rule 59 of the provisional rules of procedure of the Security Council, unless the Council decides otherwise applications for membership shall be referred by the President of the Council to the Committee on the Admission of New Members. Accordingly, unless I hear a proposal to the contrary, I shall refer the applications of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania to the Committee on the Admission of New Members for examination and report. I propose that the Committee on the Admission of New Members meet at 3.30 p.m. this afternoon, 10 September, in Conference Room 7, in order to examine the applications of the Republic of Eetonia, the Republic of Latvia and the Republic of Lithuania and prepare the Committee's report to the Council. I further propose that the Security Council meet again on Thursday, 12 September, at 10.30 a.m., to consider and take a decision on the report of the Committee. As I hear no objection, it is so decided.
