The PRESIDENT: I should like to inform the Security Council that I have received a letter from the representative of Yugoslavia in which he reque.ts to be invited to participate in the discussion of the item on the Council's agenda. In accordance with the usual practice, I propose, with the consent of the Council, to invite that representative to participate in the discussion, without the right to vote, in conformity with the relevant. provisious of the Charter and rule 37 of the Council's provisional rules of procedure. The PRESIDENT: The Security Council will now begin its consideration of the item on its agenda. The Security Council is meeting in accordance with the understanding reached in its prior consultations. Members of the Council have before them the following documents: 5S/23363 and Add.1, containing a further report of the Secretary-General pursuant to Security Council resolution 721 (1991); 8/23389, containing a note by the President of the Security Council; and 8/23358, containing a report of the Secretary-General on the implementation of paragraph 5 (a) of Security Couneii resolution 724 (1991). Members of the Council also have before them document $/23382, which contains the text of a draft resolution prepared in the course of the Council's consultations. In this connection, an oral amendment has been made to operative paragraph 6 of the draft resolution, which now reads as follows: "Reaffirms the embargo applied in paragraph 6 of resolution 713 (1991) and in paragraph 5 of resolution 724 (1991), and decides that the embargo applies in accordance with paragraph 33 of the Secretary-General's report (8/23363);". It is my understanding that the Council is ready to proceed to the vote on the draft resolution (S/23382) before it, as orally amended. Unless I hear any objection, I shall put the draft resolution to the vote now. There being no objection, it is so decided. Wi f hands. The PRESIDENT: There were 15 votes in favour. The draft resolution, as orally amended, has therefore been adopted unanimously as resolution 727 (1992). The Security Council has thus concluded the present stage of its consideration of the item on its agenda. The moeting rege at 4.10 p.m.
