As this is the first meeting of the Security Council for the month of February, I should like to take this opportunity, as is usual, to pay tribute, on behalf of the Council, to His Excellency the Right Honourable John Major, Member of Parliament, Prime Minister of the United Kingdom of Great Britain and Northern Ireland, and to Sir David Hannay, KCMG, Permanent Representative of the United Kingdom of Great Britain and Northern Ireland to the United Nations, for their service as President of the Security Council for the month of January 1992. I am sure I speak for all members of the Security Council in expressing to them our admiration and deep appreciation of the great diplomatic skill vith which they conducted the Council's business last month, in particular in connection with the meeting of the Security Council at the level of Heads of State and Governxant, which was the first of its kind in the history of our Organfaation. ADOPTION OF THE AGENDA ADMISSION OF NEW MEMBERS REPORT OF THE COMMITTEE ON THE ADMISSION OF NEW MEMBERS CONCERNING THE APPLICATION OF THE REPUBLIC OF MOLDOVA FOR ADMISSION TO MEMBERSHIP IN THE UNITED NATIONS (S/23511) sx The Security Council will now begin its consideration of the report of the Committee on the Admission of Nev Members ---(I * --a.* -- ChifXjiiiiiKj t&e oyp~bab*v~ Of 5% u~~-..A~ O-....k3 1 a =Q YI1Aa.,r en+ rAsX r-4 Arr en . ..--w-1- w-s --..-w---.. -- membership in the United Nations, which appears in document S/23531. In paragraph 3 of the report, the Committee recommends to the Council that it should have recourse to the provision of the last paragraph of rule 60 t-President) recommendation to the General Assembly at its resumed forty-sixth session. If I hear no objection, I shall take it that the Council wishes to waive the time limits set forth in the penultimate paragraph of rule 60. There being no objection, it is so decided. In paragraph 4 of the report, the Committee recommends to the Security Council the adoption of a draft resolution on the application of the Republic of Moldova for membership in the United Rations. I should like to congratulate the Committee on its unanimous decision to recommend that the Republic of Moldova be admitted to membership in the United Nations. In accordance with the understanding reached in prior consultations among members of the Council, I propose that the Council aaopt the draft resolution contained in paragraph 4 of the report of the Committee on the Admission of New Members without a vote. As I see no objection, it is so decided. I therefore declare that the draft resolution contained in paragraph 4 of the report of the Committee on the Admission of New Members (S/23511) has been adopted, without a vote, as resolution 739 (1992). I shall immediately convey the decision of the Security Council recommending the admission of the Republic of Moldova to membership in the United Rations to the Secretary-General for transmittal to the General Assembly in accordance with the provisions of rule 60 of the provisional rules rO mrrrrl..rr "- =."""""a". I will now make a statement, in my capacity as President of the Security Council, on behalf of the members of the Council: "The Security Council has just recommended that the Republic of Moldova be admitted to membership in the United Nations. It izi with great pleasure that, on behalf of the members of the Council, I congratulate the Republic of Moldova on this happy and historic occasira. We look forward to this further strengthening of the principle of universality. "The Council notes with great satisfaction Moldova's commitment to uphold the purposes and principle8 of the united Nations Charter. All the members of the Council look forward to the day. in the near future, when Moldova will join us as a Member of the United Nations. We look forward to meeting the representatives of Moldova, and to working closely with them." The Council has thus concluded its consideration of the matter before it. rose at 3.40 D.Q.
