The PRESIDENT: I should like to inform the Council that I have received a letter from the representative of Yugoslavia, in which he requests to be invited to participate in the discussion of the item on the Council's agenda. In conformity with the usual practice, I propose, with the consent of the Council, to invite that representative to participate in the discussion without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure. There being no objection, it is so decided. At the invitation of the President, Mr, Silovic (Yugoslavia) took a place at the Counci} table.
The PRESIDENT: The Security Council will now begin its consideration of the item on its agenda. The Security Council is meeting in accordance with the understanding reached in its prior consultations. Members of the Council have before them document &/23513, containing the text of a further report of the Secretary-General pursuant to Security Council resolution 721 (1991). EMS/2 S/PV.3049 3 Members of the Council also have before them document S/23534, which contains the provisional text of a draft resolution prepared in the course of the Council's consultations. JI should like to draw attention to the following revisions to the draft resolution contained in the provisional version of document 8/23534: In the second preambular paragraph, replace the word "force" at the end of the paragraph by the word "operation". In the seventh preambular paragraph, insert the word "that" after the word "indications", and after the word "observed" insert a comma and add the following words: "as noted in paragraph 21 of the report of the Secretary-General (8/23513),". Operative paragraph 4 should read as follows: "Requests the Secretary-General to expedite his preparations for a United Nations peace-keeping operation so as to be prepared to deploy immediately after the Security Council decides to do so;", Operative paragraph 5 should read as follows: "Expresses its concern that the United Nations peace-keeping plan contained in the report of the Secretary-General of 11 December 1991 (8/23280) has not yet been fully and unconditionally accepted by all in Yugoslavia on whose cooperation its success depends:;", The first part of operative paragraph 7 should read as follows: "Calls upon the Yugoslav parties to cooperate fully with the Conference on Yugoslavia in its aim of reaching a political settlement consistent with the principles of the Conference on Security and Co-operation in Europe". EMS/2 S/PV.3049 4 It is my understanding that the Council is ready to proceed to the vote on the draft resolution before it, the provisional text of which has been orally revised. Unless there is any objection, I shall put the draft resolution to the vote now. There being no objection, it is so decided. The PRESIDENT: 'There were 15 votes in favour. The draft resolution, the provisional text of which has been orally revised, has been adopted unanimously as resolution 740 (1992). The Security Council has thus concluded the present stage of its consideration of the item on the agenda. The Security Council will remain seized of the matter. The meeting rose at 12.15 p.m.
