I should like to inform the Security Council that I
‘have received a letter from the representative of Yugoslavia, in which he
requests to be invited to participate in the discussion of the item on the
Council's agenda. In conformity with the usual practice, I propose, with the
consent of the Council, to invite that representative to participate in the
discussion without the right to vote, in accordance with the relevant
provisions of the Charter and rule 37 of the Council's provisional rules of
procedure.
There being no objection, it is so decided.
At the invitation of the President, Mr. Silovic (Yugoslavia) tock a place
at the Council table.

The Security Council will now begin its
consideration of the item on the agenda.
The Security Council is meeting in accordance with the understanding
reached in its prior consultations.
Members of the Council have before them document S/23592 and Addendum 1,
containing the text of a further report of the Secretary-General pursuant to
Security Council resolution 721: (1991). They also have before them document
§/23620, which contains the provisional text of a draft resolution prepared in
the course of the Council's consultations.

I should like to draw attention to the following revisions to the draft
resolution contained in document S/23620 in its provisional form:
At the end of the second preambular paragraph, add the words “and the
request of the Government of Yugoslavia (8/23240) of 26 November 1991
for a peace-keeping operation referred to in that resolution".
- At the end of the fifth preambular paragraph, add the words "as
determined in resolution 713 (1991)".
~ In the seventh preambular paragraph, after the words “provisions of"
insert the words "Article 25 and".
- In operative paragraph 11, after the word “Decides” insert the words
“within the same framework".
The draft resolution contained in document S/23620, the provisional text
of which has been orally revised, speaks for itself. The fact of its
circulation as a presidential text reflects the unanimity of the Council's
response to the situation in Yugoslavia, including its determination that the
Situation constitutes a threat to international peace and security.
Article 25 of the Charter will apply to the decisions the Council will be
taking in this resolution.
I speak on behalf of all the members of the Council in expressing the
hope that today's decisions will facilitate the attainment of a peaceful
political settlement.
It is my understanding that the Council is ready to proceed to the vote
on the draft resolution before it, the provisional text of which has been
orally revised. If I hear no objection, I shall put the draft resolution to
the vote now.
There being no objection, it is so decided.

In favour: Austria, Belgium, Cape Verde, China, Ecuador, France,
Hungary, India, Japan, Morocco, Russian Federation, United
Kingdom of Great Britain and Northern Ireland, United States
of America, Venezuela, Zimbabwe
There were 15 votes in favour. The draft
resolution, the provisional text of which has been orally revised, has been
adopted unanimously as resolution 743 (1992).
The Security Council has thus concluded the present stage of its
consideration of the item on the agenda.
The Security Council will remain seized of the matter.
