I should like to inform the Council that I have
received a letter from the representative of Somalia in which she requests to
be invited to participate in the discussion of the item on the Council's
agenda. In conformity with the usual practice, I propose, with the consent of
the Council, to invite that representative to participate in the discussion
without the right to vote, in accordance with the relevant provisions of the
Charter and rule 37 of the Council's provisional rules of procedure.
There being no objection, it is so decided.
At the invitation of the President, Ms. Hassan (Somalia) took a place at
the Council table.

The Security Council will now begin its
consideration of the item on the agenda. The Security Council is meeting in
accordance with the understanding reached in its prior consultations.
Members of the Council have before them the report of the
Secretary-General on the situation in Somalia, which is contained in document
$/23829 and Add.1l and 2. Members of the Council also have before them
document $/23834, which contains the text of a draft resolution prepared in
the course of the Council's consultations.
I should like to draw attention to a change in operative paragraph 3 of
the draft resolution. Operative paragraph 3 should read as follows:

"Requests the Secretary-General immediately to deploy a unit of 50
United Nations Observers to monitor the cease-fire in Mogadishu in
accordance with paragraphs 24-26 of the Secretary-General's report
{(8/23829);".

It is my understanding that the Council is ready to proceed to the vote
on the draft resclution contained in document §/23834, as oraliy revised in
its provisional form. Unless I hear any objection, I shall now put the draft
resolution to the vote.
There being no objection, it is so decided,

In favour: Austria, Belgium, Cape Verde, China, Ecuador, France,
Hungary, India, Japan, Morocco, Russian Federation, United
Kingdom of Great Britain and Northern Ireland, United States
of America, Venezuela, Zimbabwe
There were 15 votes in favour. The draft
resolution, as orally revised in its provisional form, has been adopted
unanimously as resolution 751 (1992).
The Security Council has thus concluded the present stage of its
consideration of the item on its agenda. The Security Council will remain
seized of the matter.
