The Security Council will now begin its consideration of the item on its agenda. The Security Council is meeting in accordance with the understanding reached in its prior consultations. Members of the Council have before them the report of the Secretary-General pursuant to the statement adopted by the Summit Meeting of the Security Council on 31 January 1992, contained in document 8/24111. Following consultations among members of the Security Council, I have been authorized to make the following statement on behalf of the Council: "The Security Council has noted with interest and appreciation the report of the Secretary-General on ways of strengthening and making more efficient within the framework and provisions of the Charter the capacity of the United Nations for preventive diplomacy, for peacemaking and for peace-keeping, prepared pursuant to the statement adopted on 31 January 1992 at the conclusion of the meeting held for the first time by the Security Council at the level of Heads of State and Government, | . It is grateful to the Secretary-General for his report, which is a comprehensive reflexion on the ongoing process of strengthening the Organization. In this connection, the Council welcomes the efforts made by the Secretary-General. “In reading the report, the Security Council has noted a set of interesting proposals addressed to the various organs of the United Nations and to Member States and regional organizations. The Council therefore trusts that all organs and entities, in particular the General Assembly, will devote particular attention to the report and will study and evaluate the elements of the report that concern them, "Within the scope of its competence, the Security Council will, for its part, examine in depth and with due priority the recommendations of the Secretary-General. “The Security Council also takes this opportunity to reiterate its readiness to cooperate fully with the Secretary-General in the strengthing of the Organization in accordance with the provisions of the Charter.” The Security Council has thus concluded the present stage of its consideration of the item on its agenda. The meeting rose at 3.15 p.m.
