The PRESIDENT (interpretation from French): The Security Council will now begin its consideration of the item on its agenda. The Security Council is meeting in accordance with the request contained in a letter dated 12 October 1992 from the Permanent Representative of Armenia to the United Nations addressed to the President of the Security Council (S/24656). Members of the Council have before them document S/24713, which contains the text of a letter dated 24 October 1992 from the Permanent Representative of Azerbaijan to the United Nations addressed to the President of the Security Council. Following consultations among members of the Security Council, I have been authorized to make the following statement on behalf of the Council; "The Security Council is deeply concerned by the continuing serious situation in and around Nagorny-Karabakh and the resulting loss of life and material damage in spite of the conclusion of the cease-fire agreement at Sochi on 21 September 1992. "The Council reaffirms the terms of its statement of 26 August 1992 (§/24493) on the situation concerning Nagorny-Karabakh and, in icular, its support fox the efforts of the Minsk Cenference on the question of Nagorny-Karabakh within the framework of the Conference on Security and Co-operation in Furope (CSCE). It strongly appeals to all parties and others concerzed for the immediate implementation of the cease-Zire and lifting of all blockades. It appeals for an immediate convening of the Conference in Minsk and the beginning of political negotiations under the Chairman's rules of procedure. It urges ail parties and others concerned to cooperate closely with the CSCE and to participate positively in the Conference, with a view to reaching a comprehensive settlement of their disputes as rapidly as possible. "The Security Council is pleased that the Secretary-General intends to send a representative to the region to examine what contribution the United Nations could make in support of the efforts of the CSCE, and to the provision of humanitarian assistance." The Security Council has thus concluded the present stage of its consideration of the item on its agenda. The meeting roge at 7.10 p.m.
