The PRESIDENT (interpretation from French): I should like to inform the Council that I have received a letter from the representative of Bosnia and Herzegovina, in which he requests to be invited to participate in the discussion of the item on the agenda. In conformity with the usual practice, I propose, with the consent of the Council, to invite that representative to participate in the discussion without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure. There being no objection, it is so decided. At the invitation of tho President, Mr. Sacirbey (Bosnia and Herzejovina) took a place at the Council table.

The PRESIDENT (interpretation from French): The Security Council will now begin its consideration of the item on its agenda. The Security Council is meeting in accordance with the understanding reached in its prior consultations. Members of the Council have before them the report of the Secretary- General pursuant to Security Council resolution 781 (1992). That report is contained in document S/24767 and Addendum 1. Members of the Council also have before them document &/24784, which contains the text of a draft resolution which was prepared in the course of the Council's prior Consultations. I should like to draw attentica to the following revisions to the draft resolution contained in document S/24784 in its provisional form. The second preambular paragraph should read as follows: "Taking note of the report of the Secretary-General of § November 1992 (S/24767 and Add.1) and of his letter of 6 November 1992 (8/24783) submitted pursuant to resolution 781 (1992),". The first part of operative paragraph 3 reads as follows: "Endorses the general concept of the operation described in the Secretary-General's report... ." Following operative paragraph 3, a new paragraph 4 should be added, reading as follows: "Calls upon all parties and others concerned henceforth to direct all requests for authorizations of flights pursuant to paragraph 3 of resolution 782 (1992) to UNPROFOR with special provisions being made for UNPROFOR flights and other flights in support of United Nations operations, including humanitarian assistance;". The present paragraphs 4, 5 and 6 of the draft resolution must therefore be renumbered. The new operative paragraph 6 reads as follows: "Reiterates its dotermination to consider urgently, in the event of violations subsequently brought to its attention in implementation of resolution 781 (1992), the further measures necessary to enforce respect for the ban on military flights in the airspace of Bosnia and Herzegovina." I should like to draw the attention of members of the Council to the following documents: 6/24783, letter dated 6 November 1992 from the Secretary-Gaeneral addressed to the President of the Security Council; §/24750 and $/24777, letters dated 2 and & November 1992, respectively, from the Permanent Representative of Bosnia and Herzegovina to the United Nations addressed to the President of the Security Councils and S/24769, letter dated 2 November 1992 from the Permanent Representative of Venezuela to the United Nations addressed to the President of the Security Council. It is my understanding that the Council is ready to proceed to the vote on the draft resolution before it, as orally revised, in its provisional form. I£ I hear no objection, I shall take it that that is the case. There being no objection, it is so decided. I shall first call on members of the Council who wish to make statements before the voting.

Mr. LI Daoyu (China) (interpretation from Chinese); At the outset, please allow me to congratulate you, Sir, on your assumption of tiie presidency of the Council for this month. I am convinced that under your guidance the work of the Council will be successful this month. I should also like to take this opportunity to congratulate your predecessor, the Permanent Representative of France to the United Nations, Ambassador Merimee. I wish to exrress to him my gratitude. His vicorous and tireless efforts smoothly guided the Council in completing its heavy workload last month. The Chinese delegation is deeply concesned at the development of the situation in Bosnia and Herzegovina. In principle, we are in favour of the establishment of a ban on military flights in the airspace of Bosnia and Herzegovina with the consent of all parties concerned. We support the relevent recommendations for monitoring such a ban put forward by the Secretary-General in his report. Based on this position, the Chinese delegation will vote in favour of the draft resolution when it is put to the vote. However, it should be pointed out that this does not mean that there is any change in China's prircipled position on Security Couacil resolution 781 (1992), referred to in this draft resolution. I should like to reiterate here that the Chinese deleyation is not ia favour of any use of force on the question of establishing a ban on military flights in the airspace of Bosnia and Herzegovina. It is our hope that aii the relevant parties of the former Yugoslavia wi3i honour their commitments to respect the ban on military flights and fully cooperate with the United Nations Protection Force.

The draft resolution, as orally revised, in its provisional form has therefore been adopted unanimously as resolution 786 (1992). There are no further names on the list of speakers. The Security Council has thus concluded the present stage of its consideration of the item on its agends. The meeting rose at 7.10 p.m.
