The PRESIDENT (interpretation from French): The Security Council will now begin its consideration ot the item on its agenda. The Security Council is meeting in accordance with the understanding reached in its prior consultations. Members of the Council have before them the further report of the Secretary-General on the United Nations Angola Verification Mission (UNAVEM II) (S/24858 and Add.1). Members of the Council also have before them document S/24863, which contains the text of a draft resolution prepared in the course of the Council's prior consultations. I should like to call members' attention to the following changes to the draft resolution in its provisional form: in paragraph 4, after the words "immediately stop all", insert the words "military confrontations, and in particular"; in paragraph 5, after the words "without exception of, the", delete the words "major aspects of"; and at the end of paragraph 6 add the words "in accordance with the 'Acordos de Paz''". I now call on the Secretary-General.

The SECRETARY-GENERAL: I have learned with great sadness that yesterday, Sunday, 29 November 1992, in Vige, in northern Angola, Sergeant Adilson Barbosa Costa, a Brazilian police observer serving with the United Nations Angola Verification Mission (UNAVEM II), was killed as a result of an outbreak of hostilities between Government and UNITA forces in Uige during which the UNAVEM carp was caught in the crossfire. My sincere condolences go to the Government of Brazil, to Sergeant Costas' family and friends, and to his comrades in UNAVEM II. I also deeply deplore this further rerious violation of the Angola Peace Accords, especially as it comes only a few days a ter both sides had returned to the negotiating table and issued the joint declaration of Namibe, committing themselves to making the cease-fire effective and stopping all offensive movements throughout the country. I again appeal strongly to both the Government and UNITA to cease hostilities immediately and to seek a peaceful solution to the present crisis through dialogue. UNAVEM II can carry out its tasks effectively only if both sides demonstrate their full commitment to peace by translating the words of the Namibe declaration into deeds and if the safety and security of its personnel are guaranteed.

The PRESIDENT (interpretation from French): 'There were fifteen votes in favour. The draft resolution, in its provisional Zorm, as orally revised, has been adopted unanimously as resolution 793 (1992). The Security Council has thus concluded the present stage of its consideration of the item on its agenda. The meeting rose at 4.25 pn.
