I should like, at the
outset of the meeting, to extend on behalf of the Council a warm welcome to
the new Permanent Representative of the United States of America to the United
Nations, Her Excellency Ms. Madeleine K. Albright. We look forward to
cooperating with her in the Council's work.
Ms. ALBRIGHT (United States of America): Mr. President, it is a
great pleasure for my delegation to see you, a special friend, in the Chair.
My Government has had long and warm relations with your country, and you may
be assured of the cooperation of the United States in the work ahead.
Let me say that it is tremendous honour for me to assume the seat of the
United States in the Security Council. It is also a tremendous challenge. In
a remarkably short space of time, the Security Council has moved from the
margin of international-peace-and-security matters into the absolute centre.
As an observer, commentator and friendly critic, I have watched, with
increasing admiration and respect, the kind of work that this body has taken
upon itself in the task of guiding and protecting the common security
interests of the international community. Starting today, as President
Clinton's and every American's representative, I will dedicate my own and my
Country's best efforts to that very important task, as I know my predecessors
have done before me.
If there is one overriding goal that will guide me in this Seat, it is
our joint responsibility to build a world of peace informed by principle and
protected by cooperative security. My country believes that the United
Nations must be at the centre of that effort, and we pledge our complete
support.

ADOPTION OF THE AGENDA

THE SITUATION BETWEEN IRAQ AND KUWAIT
FURTHER SPECIAL REPORT OF THE SECRETARY-GENERAL ON THE UNITED NATIONS IRAQ-KUWAIT OBSERVATION MISSION (S/25123 and Add.11
The Security Council
will now begin its consideration of the item on its agenda.
The Security Council is meeting in accordance with the understanding
reached in its prior consultations.
Members of the Council have before them the further special report of the
Secretary-General on the United Nations Iraq-Kuwait Observation Mission, which
is contained in documents S/25123 and Add.1.
Members of the Council also have before them document S/25244, which
contains the text of a draft resolution prepared in the course of the
Council's consultations.
It is my understanding that the Council is ready to proceed to the vote
on the draft resolution before it. Unless I hear any objection, I shall now
put the draft resolution (S/25244) to the vote.
There being no objection, it is so decided,

Morocco, New Zealand, Pakistan, Russian Federation,
Spain, United Kingdom of Great Britain and Northern Ireland,
United States of America, Venezuela
There were 15 votes in
favour. The draft resolution has therefore been adopted unanimously as
resolution 806 (1993).
The Security Council has thus concluded the present stage of its
consideration of the item on its agenda.
The Security Council will remain seized of the matter.
