I should like to inform the Council that I have received a letter from the representative of Bosnia and Herzegovina, in which he requests to be invited to participate in the discussion of the item on the Council's agenda. In conformity with the usual practice, I propose, with the consent of the Council, to invite that representative to participate in the discussion, without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council's provisional rules of procedure. There being no objection, it is so decided. I request the Chief of Protocol to escort the President of the Presidency of the Republic of Bosnia and Herzegovina, His Excellency Mr. Alija Izetbegovic, to a place at the Council table. His Excellencv Mr. Aliia Izetbeqovic, President of the Presidency of the Republic of Bosnia and Herzeoovina, was escorted into the Security Council Chamber and to a place at the Council table.

On behalf of the Council, I extend a warm welcome to His Excellency the President of the Presidency of the Republic of Bosnia and Herzegovina. The Security Council will now begin its consideration of the item on its agenda. The Security Council is meeting in accordance with the understanding reached in the course of its prior consultations. Following consultations among members of the Security Council, I have been authorized to make the following statement on behalf of the Council: "The Security Council warmly welcomes the signature by President Alija Izetbegovic and Mr. Mate Boban of all four documents of the Peace Plan for Bosnia and Herzegovina worked out by the Co-Chairmen o,f the Steering Committee of the International Conference on the Former Yugoslavia. "On this important occasion the Security Council pays tribute to the untiring efforts of the Co-Chairmen, Secretary Vance and Lord Owen. "The Council commends the action of the two parties who have signed all the documents and calls on the remaining party to sign without delay the two documents of the Peace Plan that it has not already signed and to cease its violence, offensive military actions, 'ethnic cleansing' and obstruction of humanitarian assistance. "The Council calls for an immediate cessation of hostilities by all parties. "The Council looks forward to receiving a report from the Secretary-General on the developments in the International Conference and stands ready to take action to follow up on the report and to take the steps required to bring about the peace settlement". This statement will be issued as a document of the Security Council under the symbol S/25471. The Security Council has thus concluded the present stage of its consideration of the item on the agenda. The Security Council will remain seized of the matter. The meetina rose at 8.15 P.m.
