We shaH now proceed to the election of five members of the International Court of Justice. The list of nominations will be p'1a,.;ed hefore the Conncil in the fOrIll of 'a ballot palper and members of the Council should vote on:ly for five candidat,es and no more. If the ballot p,aper contains mor,e than five names, il will be ,considered invaUd. If the banot paper contains less than five names, il will 'Count in respect of the number of Ü'ames contained in the pa,per. If members vote for a person who is not on the list of nominees and their ballot !paper does not contain more than five names, it will only COnnt for those who are Dn the list of nominees hut will not count for the name which i'S not on the list of nominees. Winiarski as having be:en elected by the Security Council, and this action on the part of the Council will be reported to the General Assembly. The Security Council will now hav.e fo ballot again, the resuJ.t of which 'Should be the election of one candidate ,and one only, from the whole list. We have now fini-shed the business which is before us. HoweVler, 1 am informed that the General Assembly is still counting its first hallot. We shaH therefore
~uspend this meeting now and reconvene ln fifteen minutes, in the hope that we shall have l'eceived the ['Ieport from the General Assembly iby that time. In the meantime, we shaH make our report to the General Assernhly.
The General Assembly is at pœsent holding its second hallot!. the l'esult of which may or may not he. in concurrence with the vote of the Securïty Council. The work of the Security Council in this respect is now concluded. Shoufd there be disagreement on the resuHs of the halIoting, il will be necessary to calI a second meeting to hold an indepelldent ballot. If that meeting should not result in the election of L'le remaining two candidates, we s.hall then caU a third meeting and have another independent hallot. If the thira meeting does not yield any result either, then we may-we are not under any mandate-hold a conference with the representatives of the -General Assembly, and then h01d another eleciion.
