The situation in the Great Lakes region Letter dated 7 November 1996 from the Secretary- General addressed to the President of the Security Council (S/1996/916)
I should like to inform the Council that I have received letters from the representatives of Burundi, Rwanda and Zaire, in which they request to be invited to participate in the discussion of the item on the Council’s agenda. In conformity with the usual practice, I propose, with the consent of the Council, to invite those representatives to participate in the discussion, without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council’s provisional rules of procedure.
There being no objection, it is so decided.
At the invitation of the President, Mr. Nsanze (Burundi), Mr. Ubalijoro (Rwanda) and Mr. Lukabu Khabouji N’Zaji (Zaire) took seats at the Council table.
The Security Council will now begin its consideration of the item on its agenda. The Council is meeting in accordance with the understanding reached in its prior consultations.
Members of the Council have before them the letter dated 7 November 1996 from the Secretary-General addressed to the President of the Security Council, document S/1996/916.
Members of the Council also have before them document S/1996/921, which contains the text of a draft resolution prepared in the course of the Council’s prior consultations.
I should like to draw the attention of the members of the Council to the following other documents: document S/1996/869, letter dated 23 October 1996 from the Permanent Representative of Rwanda to the United Nations addressed to the President of the Security Council; document S/1996/895, letter dated 31 October 1996 from the Chargé d’affaires ad interim of the Permanent Mission of Zaire to the United Nations addressed to the President of the Security Council; document S/1996/904, letter dated 4
Members of the Council have received photocopies of letters dated 8 November 1996 from the Permanent Representative of the Congo to the United Nations addressed to the Secretary-General, which will be issued as document S/1996/918; 8 November 1996 from the Permanent Representative of Rwanda to the United Nations addressed to the President of the Security Council, which will be issued as document S/1996/919; and 8 November 1996 from the Chargé d’affaires ad interim of the Permanent Mission of Zaire to the United Nations addressed to the President of the Security Council, which will be issued as document S/1996/920.
It is my understanding that the Security Council is ready to proceed to the vote on the draft resolution (S/1996/921) before it. If I hear no objection, I shall put the draft resolution to the vote now.
There being no objection, it is so decided.

There were 15 votes in favour. The draft resolution has been adopted unanimously as resolution 1078 (1996).
The Security Council has thus concluded the present stage of its consideration of the item on its agenda.
The Council will remain seized of the matter.
