We are about to V'Oie on the draft l'esolulion whieh has been submitted to the <":ouncil but, before prûœeding to the vote, 1 should like, on behalf of my country, to 1 explain the affirmative vote which Argentina wiLl .cast, and indicate its meaning. Argentina interprets the recommendation which the Council will vote upon as foUows: The Governments of the four countries concerned-the United States o~ America, the UnH{:d Kingdom, France and the Union of Soviet Socialist Republics-shalll order the four Military Go·vernors of Germany, as soon as they ar·e notified : First, to lift, immediately, the restrictinns imposed on communications, ·transport and commerce; Secondly, to proceed to the immediate unification and simultaneous introduction of the German mark of the Soviet Zone under four-Power .control, as the sole CUl'- rency in Berlin. The Security CO'l1ncil will now vote on the lh'aft 'l'esolution presented by the dclegations of Belgium, Canada, China, Colombia, Syriaand Ar.gentina. The result of the Dote was 9 in favour and 2 against. The draft resolution was not adopted, one of the votes against being thal of a permanent member of the Council.

Since a question of substance is involved, as provided in ,paragraph 3 of Article 27 the Charter the negative vote of the Union of Soviet Socialist Republics implies a veto and therefore the Iproposal is rejeeted.
