Do the members agree to the postponement of the vote until Monday at three o'clock? Mr. VAN KLEFFENS (Netherlands): May 1 just ask a question? In order to understand this draft resolution correctly, 1 should like to ask the Australian representative why this resolution speaks not only about keeping in mind the mora! condemnation of the Franco regime, which J think is perfectIy right, but -aIso, the views expressed by members of the Security Couneil regarding the Franco regime? 1 was wondering whether that was not a repetition. Perhaps 1 am mistaken.
Colonel HODGSON (Australia): Yesterday we had a close look at thîs. The two concepts there will be noted. The first one was the desire of the French representative for the moral condemnation. The original resolution read that the subcommittee had to bear in mind the views expressed; that is, all the views in the whole of the debatë for iùïd ag-aiilst, and ,the question of domestic jurisdiction.
So the first is the narrow concept and that last portion, the views expressed, deaIs with all the views on every aspect of the question expressed during the debate. Mr. VAN KLEFFENS (Netherlands): Thank you very much. The PRESIDENT: Do the members agree that we adjoum the vote until Monday at three o'clock? As there are no objections, the proposal is adopted.

Mr. LANGE: (Poland): ln the name of the Polish delegation, 1 wish to declare that we are ready to support the Australian resolution submitted at our last meeting. However, we are . very anxious that this proposed sub-committee shoÎ.ùd really work and shouÏd not prove a means of indefinitely shelving the issue. Certain fears 'were expressed during the last meeting of our Council that the appointment of a sub-committee would only serve to retard the solution of the problem. 1 should like, therefore, to propose two minor amendments. One is that a date be fixed for the submission of the report, for instance, 31 May.

The second concerns the text. 1 propose that, at the very beginning of the second paragraph, instead of, "Keeping in mind the moral condemnation of the Franco regime in the Security Council ..." we say cither, "by the Security Council" or "the unanimous moral condemnation of the Francoregime in the Security Council", because, as it stands, this phrase may lead to a certain misunderstanding. It might be understaad, fo:- instance, that one of the members of this Council condemned the Franco regime .and all the. others approved ..of it. Since there was unanimity of opinion on the subject, 1 think this unanimity of opinion should somehow be noted in the resolution. 1 want to ask the representative of Australia whether these two changes would be acceptable t;> him.

Of course, this does not mean that we withdraw our earlier resolution demanding the collective breaking of diplomatie relatiorui with Spain.! We understand that our earlier l'/i'',solution will again come up for discussion and will be voted upon after this sub-committee has presented its report. Mr. !lASLucK (Australia): So far as the Australian delegation is concemed, we are quite ready to accept the suggestions which the representative of Poland has made, so long as those suggestions are acceptable to other members of the Council.
Since the representative of Poland has raised the question, 1 should like to say that in submitting this resolution the Australian delegation also fully intended that this sub-committee should work. Our one object is that it should assist the Council to reach a decision as quickly as possible.
On the particular point regarding unanimous condemnation, if there are no other objections from other supporters of the resolution; we are quite prepared to accept the suggestion in regard to the insertion of the word "unanimous" before "moral condemnation".
With regard to the second suggestion, for inserting a date, 1 recall that, in the second resolution we put forward, 2 we proposed that the sub-committee should submit its report on 31 May, and we should be quite happy to see that date restored. On that point, 1 think it is worth bearing in mind that if the sub-committee found itself unable to complete its work by 31 May, it coùld report on that day and ask for an extension of time. Mr. GROMYKO (Union of Soviet Socialist Republics) (translated jrom Russian): Before the draft resolution proposed by the representative of Australia is put to the vote, 1 consider it necessarr to make the following observations: In spite of sorne changes in the tèxt of the Australian draft resolution, its contents remain unchanged. What this draft resolution contains is a proposal to inquire into the existing situation in Spain in order to ascertain whether the fascist Franco regime existing in Spain constitutes a threat to international peace., This proposai was made in spite of the fact that the

The adoption of the Australian draft resolution will mean that the Security Council, instead of taking effective measures, will take the path of de1ays and inaction in regard to fascism in Spain, which world public opinion will fail to understand and, even more, to justify.

In view of this, the USSR de1egation continues in its strongly negative attitude towards the draft resolution proposed by the representative of Australia.
Bearing in mind, however, that sorne members of the Council declare that they are still unsatisfied with the information at the disposal of the Council r(;;garding the question raised by the representative of Poland, and bearing.in mind, in this connexion, that my voting against the Australian draft resolution would make its adoption impossible, 1 shall abstàin from voting.

My Government has considered it vital ta avoid any division on this issue, as we believe that lack of unanimity will only give aid and comfort to the Falangist regime. In the hope of reaching a unanimous decision, we have been willing to accept the proposal concerning the creation of a sub-committee, trusting that its findings may persuade members of the Council who are stüi in doubt that conditions in Franco Spain constitute a situation likely ta endanger the maintenance of international peace and security.
We continue ta be1ieve that Franco Spain is a potential menace ta international peace and security, because it is a centre of worldwide fascist activities and a haven of Nazi agents.
We are disposed, however, in the interest of unit)', ta join in this resolution with the other members of the Couneil who are not

"The attention of the Security Council has been drawn to the situation in Spain by a Member of the United Nations1 acting in accordance with Article 35 of the Charter, and the Security Council has been asked to declare that .this situation has led to international friction and endangers international peace and security. .
"Therefore the Security Council, keeping in mindthe unanimoUs inorai condemnation of the Franco regime in the Security Council, and the resolutions concerning Spain which were adopted at the United Nations Conference on International Organization at San Francisc02 and at the fust General Assembly of the United. Nations3; and the views expressed by members of the Security Council regarding the Franco regime,
"Hereby resolves: to makefurther studies in order to determine whether the situation in Spain has led to international friction and does endaIiger international peace and security, and if it so finds, then t<? determine what practical measures the United Nations may take.
"To this end, the Security Council appoints a Sub-Committee of five of its members and ·Ï!!structs. this.Sub-Commîttee to examine. the statements made. before the Security Council concerning Spain, to receive further statements and documents, and to conduct such inquiries as it may deem necessary, and to report to the Security Council before the end of May." . We can put this Australian resolution, amendedas read, to a vote.
