In view of the fact that Article 27 of the Charter requires that in matters of substance an affirmative vote should include the concurring votes of the permanent members of the Security Council, this part of the resolution' is not adopted, since one of the permanent members voted again:', it. I wish to add that in all of this I still see no question of substance.

In answer to the observations made by the representative of the United Kingdom, and supported by the representative of Argentina, I would say that the Security Council has before it document S/1431, and it is on that resolution. that we have been voting. That resolution would have no effect whatsoever on the previous decisions which have been taken by the Council unless it were adopted. If this resolution were defeated, as it has been, the previous reso- ~utions in the Security Council remain in full force and effect. We shall now vote on the draft resolution submitted by the representative of the Ukrainian SSR contained in document S/1433 dated 12 December 1949. A vote was t.aken by show of hands, as follows: . The President has stated that the Government of the Soviet Union is unwilling to welcome the peaceful settlement of disputes and does not wish to contribute to the establishment of the United States of Indone,ljia. The Soviet Union has always been in favour of the peaceful settlement of disputes, but will never countenance those settlements arrived at for the benefit of aggressors or colonial Powers and which violate the !gitimate interests of colonial peoples struggling for their freedom and independence. For these reasons the delegation of the Soviet Union cannot approve the agreements concluded at The Hague, the activities of the United Nations Commission, or the draft resolution submitted by the delegation of Canada, a resolution which is deceitful and not in conformity with facts. The delegation of the Soviet Union was unable to vote for this resolution for another reason, namely that it provides for an extension of the activities of the United Nations Commissions for Indonesia which has already compromised itself as an instrument of the foreign policy of the United States and as a tool of the colonial Powers. It was as a result of the intensive activi- ,ties and efforts of the Commission that the interests of the Netherlands were fully secured at The Hague. The Netherlands maintains its position in the foreign affairs, domestic affairs, military affairs and economic affairs of Indonesia. The Dutch have l~ept everything. They remain t!Ie masters. Tr~e, they had to move over a lIttle and make a httle room for the United States. The truth is that the United States compelled the Netherlands to make 1·00m and to share the we~Jth of Indonesia. Henceforth that wealth will ?e pumped out through two pipelines, one-flowing lUtO the Netherlands and the other into the United States. To all intents and purposes the situation remains unchanged. The delegation of the Soviet Union could not and will not vote ror such deceitful and false resolutions. The position of the Soviet Union with respect to the agreements concluded at The Hague and the situation in Indonesia ha'J been set forth fully today by the representative of the Soviet Union. En outre, la delegation de l'URSS n'a pu voter en faveur de ce projet de resolution car ce1ui-ci propose de prolonger l'activite de la Commission des Natlo!ls Unies pour l'Indonesie; or, ceIle-ci s'est compromise et a montre qu'elle etait l'instrument de la politique exterieure des Etats-Unis, l'instrumentdes Puissances coloniales. C'est grace a l'activite et aux efforts inlassables de cette Commission Que les interets neerIandais ont ete entierement sauvegardes a. La Haye. Les Pays- Bas ont maintenu leurs positions dans le domaine de la politique exterieure et de la politique interieure, leurs positions militaires et leurs positions economiques en Indonesie. lIs ont tout conserve.
