The thtee recommendations of the Sub-Committee are adopted, but as one of the permanent members has cast a negative vote, the X'esolution is not carried.

1 do not want t't discuss the matter with Mr. Gromyko. The majority of the Council adopted the resolution; it cannot be carried, however, on account of the USSR veto.
1 shallask the representative of Poland whether he wishes to submit his proposal now.
Mr. LANGE (Poland): My answer to the President's question is in the affirmative. 1 should like to point out that both on 29 April, when the Sub-Committee was appointed, and today in my earlier declaration, 1 reserv'ed the right ta request the Ceuncil to vote on my original resolution. 1 did so because my delegation considered that it was important, in the event we were unable to reach unanimity, that the record should show which delegations supported my original resolution.
1 should like to add that the resolution which 1 now put before the Counci1 difIers in respect of one sentence from the original text. The second paragraph of the original text read: ". . . in accordance with the authority vested in it~ under Articles 39 and 41 of th~~ Chart " This· h ds nI " . er . . . paragrap now rea 0 y: ID accordance with the authority vested in it ".
The purpose of this modifica, tion is simply this, that although 1 believe that the ~'Council can acton the basis of Artides 39 and 41, there was sorne difIerence of opinion on that point. 1 do not want .to raise, this whole question of legal interpretation again. What 1 am interested in is action and conclusions, not legal interpretations.
The text is as Jollows: "Declaresthat the existence and activities of the Franco regiIne in Spain have led to inter- national friction and endangered international peace and secl,1I'Ïty; "Calls uponJ in accordance with the author- ity vested in it, ~ Members of the United NatioIlb who m."\Întain diplomatic relations with the Franco Government to sever such relations imm~diately; "Exp,esses its deep sympathy to the Spaxpsh people; hopes and expects that the people of Spain will regain .the ireedom of which they have bfjen deprived with the aid and contrivance of Fascist Italyand Nazi Germ&llY; and After some discussion it was decided t" hold the next meeting on Monday, 24 June 1946, at 3 p.m. The meeting rose at 5.40 p.m. fORTY-EIGHTH MEETING HeU at Hunter College, New York, on Monday, 24 June 1946, at 3 p.rn.
