An President of the 8çeurity Counci1, 1 shall confine myself to the t rief rèmark that, at bath official and informaI meetings, 1 have aIready replied to the question put by the Norwegian representative. IncidentaIly, the Norwegian representative asked me the same question at the infonnal meeting and received an answer. 1 think it unnecessary, therefore, to repeat myself and answer his questions once again. If he understands the present situation in the Council, he will know why the President did not announce the ruling for which the Norwegian representative and his senior partner are clamouring. As representative df the UNION OF SOVIET SOCIALIST REPUBL!CS, 1 wish to state that my' delegation bas quite adequate1y explained its position, bath on the substance of the Korean question and on questions of procedure. The USSR de1egation fee1s that the dec1arations of the Norwegîan and French representatives, who have bemoaned an alleged infraction of rule 30 of the rules of procedure, will convince no one, since the same representatives, aided and abetted by the United States de1qation, from the moment they began to discuss the Kotean question violated one of the important Articles ot· the Charter-Article 32-which states that both parties to a dispute which may. threaten peace and security shall be htvited and heard. It is impossible ta usert simuitaneoualy that meetings of the Council in which & member doea not participate are invalid and 10 deny that a merober is definitely sabotagmg the work of the Councl1 by refusing to mke part in those meetings for six moothl!l. . 'My second remark refers to the statewent the President made conceming Vietnam. He bu just made it clear 10 us that his -Government's attitude towuds Vietnam is the sante as its attitude ~ Korea. 1gJailly take note of that. I~ is a verr. use1.ül fact ta nave ascertained, and 1 thank the President for baving given me the opportunity of iO doing. As representative of the UNION OF SoVIET SOCIALIST REPus- LICS 1 shall make only a brief reference. The representative of France eitlier did DO't undustand, or bas t1e1iberatcly been distorting the &.cts--it is diftieult for me ta declde which is the case. The fact, however, remains as follows: when 1 stated that the position of the French Govemment in Vietnam is the same as the position of the Government of the Unit~ States-in Korea, 1 referred to an official document issued by the French delegation to the United. Nations and signed by ,.lfr Chauvel. 1 was not expressing the USSR Govemmeh~'s vîews on tms document, and on the position therem 11lII.b'l"ined. Mere is document S/1586. Every member of the ·Seeurity Cotmcil, and ~ve~e who ia interest~ in ,the question, can read in thiS document the foUowmg: "Sinee, however, it (the Frenclt Government) bas heen engaged for more than three yeai's in a bitter struggie in the same qu~rter of the globe and for u similar ·,caT~ i: the officifM opinion of the French Gavern- .ment, not of the Govemment of the Soviet Union. .
