Président:
L'ordre
The agenda was adopted.
At the invitation of the President, Sir Mohammad Zafrulla Khan, rep1'esentative of Pakistan, took a place at the Secu.!'ity Council table.
The list of speakers is exhausted for the moment. The Security Council has before it the documents mentioned in item 2 of the agenda, namely the report of Sir Owen Dixon [S/1791, S/1791/Add.1], and a letter dated 14 September 1950 from the Minister for Foreign Affairs and Commonwealth Relations of Pakistan to the President of the Security Council [5/1942], The Security Council is also considering the joint draft resolution on the India- Pakistan question submitted by the representatives of the United Kingdol11 and the United States of America, set forth in document S/2017. So far we have listened to the statements of the two sponsoring Powers which, on 21 February [532nd meeting], explained to the Cottncïl the meaning and the pltrposes of the joint draft resoltttion. At our meeting on 1 March [533rd 1neetillg] the representative of India stated the views of his Government on these matters. On 6 and 7 March [534th and 535tft Hteetings] the representative of Pakistan placed before the Council an exposition of the case of his government, and today we have again heard statements by the representatives of India and Pakistan.
87. The Security Coullcil, therefore, has heard the two parties to the question before it and has a1so l1eard the explanations of the twospol1soring Powers concerning the draft l'esolution dealing with this problem. l unclerstand that it will now be deemed desirable to postpone further discussion for a few days in order to give the representatives on the Security Couneil an opportunity to study the various statements made so far and to consult their govern111ents. For that reason, and because some representatives have advised me that they have urgent engagements during the first part of next week while others have engagements towards the end of ~hat week? l propose that the Security Council should adjourn unttl Thursday, 15 March at 3.00 p.m.
88. l am infonned that the representative of Pakistan would like to make a brief supplementary statement.
90. On the question of what the constituent assembly is intended to do or is not intended to do, the other day l drew the attention of the Security Council to the statement of the Prime Minister of India himself, published in The Stateman of 30 October 1950. That statement welcomed the proposaI to convoke the constituent assembly, which would deal with the shape and affiliation of the State. Later he said that the question of accession would be settled by the constituent assembly. l also drew attention to statements by Sheikh Abdullah that the constituent assembly would proceed to c1etermine the question of the accession 01 the State to India or to Pakistan.
