Now that we have completed action on sub-item 2 (b), the question of new applications for membership, we should revert to the question of the report we are to submit to the General Assembly in conformity with resolution S06 (VI), part B, paragraph 1. Furthermore, l wish to draw the attention of the members of the Security Council to the third paragraph of rule 60 of our provisional rules of procedure. The USSR representative's understanding is correct, but 1 would also add a reference to the result of the discussion on resolution 506 (VI).
What does the President have in mind in ;--eferriog to this reso!ution? Although no changes were introduced in the respective positions of the various delegations, nevertheless the Security Council has to report on that matter. 12. Mr. MALIK (Union of Soviet SociaHst Republies) (translaled from Russian): Since the Couneil has considered both the old and the new applications and has not adopted any recommendations for admission, the report should obviously be subnlitted in accordance with the third paragraph of rule 60. l therefore think that we might reach agreement in the following manner: the Secretariat might draw up a report in accordance with that rule, as the Secretariat has always drawn up the reports, and then we shaH see. If MY representativehas any additional comments or explanations ta make, we shaH discuss them. 13. l think that it .vould be expedient for us toagree on this matter. T think the Lest way to settle this smaH point would be to have the Secretariat prepare the report - a short and factual report - with copies of that draft report being circulated to the members of the Security Couneil for their opinions within, say, forty-eight hours. If no amendments or corrections or suggestions are submitted within such period, we rnight consider the l'eport approved.
l was really just going to say something very much the same as what the President has now said. It seerns to me that there is no practical'poiflt involved because al! our records are seenby all the mernbers of the General Assembly. They are, therefore, perfectly aware of all the·faets and of aIl our discussions, and it seems to me that we can reasonably leave to the Secretariat the .pmblem of drafting ,arepQrt. They ought to be able, by .skilfuldrafting, to get over any -question of interpretation theremaybe withréga:rd to the ·resolution. If theyareasked toprt':pare a report which wOldcl take acco~~tboth of the thirdpar.agraph of rule 60 of.our provlslOnal .rulesof procedure and also of General Assembly resolution 506 (VI), they ought to beable to do so without giving rise to any further dispute, and l would certainly hope, for mypart, that we should be able to agret: upon the report without any further meeting of the Conneil. 17. The expression is not dear. If it i5 .clear to the Secretariat, perhaps the Secretariat would give us its interpretation.

In reply to the 'representative of the Soviet Union, l should like to say that no reference willbe made to applications outside of those which were dealt with by.the Council in the various draft resolutions submitted to the Council. The reference to resolution 506 (VI) will only embrace the meetings'of the Security Council and the effort made by it to find;. a basis of agreement, with a notation to the effect. that no changes were made in the general situation., . 19. (tranSlated trom Stanish): Under the interpretation just given by the President in reply to the question raised by the representative of the Soviet~Union, l believe that the Security .Council would not be fulfilling the General Assembly's request. The Spanish text of resolution $06 (VI)- and we should remember that Spanish also is :m official language - is as follows: "Resnelve ... pedir al Consejo de Seguridad que informe a la AsambleaGeneral, en su septimo periodo de sesiones,,~obreJa. tratnitaci6n dada a las süHcitudes dé admision que aun estuvieren pendientes." 20.. All the draft resblutions eXà- mined by the Council were rejeded. That is why, according to the third paragraph'of rule 60 of the rules of procedure, the Council must present a special report to, the General Assembly with the complete reco,:'d of the discussion.' . 32., Mr. KYROU (Greece): My delegation is quite ready ta accept the suggestion of the representatives of Chile and of China and not to take a vote on the postponement of the two applications which have not been examined. As for the remark of the representative of France, in arder ta complete what he has said, we must not forget that the admission of Members is decided notby the Security Council but by the General Assembly. .The Security Council only makes recommendations to the General Assembly. That is why different applicants for admission which have' not received the. recomniendation oNhe Security Council have been considered af,'ain and again by the General Assembly.
