Today, the twenty-eighth day of my term as President, the Security Council is holding its ,first meeting this month. I am very glad of that and I congratulate my colleagues. 2. The world is at peace. We have not heen called on this month to exercise in any way our responsi- bility under the Charter to maintain international peace and security. 3. For the first time for twenty years there is no war in the world. Peace has heen coneluded in Guatemala, a truce has been agreed on in Indo-China, and with the exception of some 'Small incidentSi for which a natural explanation and solution will no doubt be found, the guns are silent on the battlefields. We have quiet at last, not the quiet of death but the quiet which will, we hope, be a sign of peace and happiness. 1. Le PRESIDENT: Nous sommes au vingt-huitième jour de ma présidence, et c'est la première séance que tient, en ce mois de juillet, le Conseil de sécurité. Je me réjoui'S de ce fait, et je présente mes félicitations à mes collègues. 2. Le monde est calme. La responsabilité, que nous donne la Charte, "du maintien de la paix et de la sécu- rité internationales", n'a pas eu l'occasion de s'exercer, C.J mois-ci, de quelque manière que ce soit. 3. Pour la première fois depuis vingt ans, nous n'avons aucune guerre sur la planète. La paix a été conclue au Guatemala, la trêve a été accordée en Indochine, et, sans considérer les légers incidents qui auront sans doute leur explication et leur solution naturelles, les canons et les mitrailleuses se sont tus sur les champs de bataille. Nous avons enfin le silence. Non pas le silence de la mort, mais celui que nous espérons être le signe de la tranquillité et du bonheur. 4. Prions Dieu que cette tranquillité ne vienne jamais à s'interrompre. Que le silence soit rompu seulement par le bruit des machines et le chant des hommes au travail. Et que la joie des hommes soit complétée par l'harmo- nie parfaite parmi les nations. 5. Les Nations Unies sont le forum où les peuples se rencontrent pour mieux se connaître et 'S'aimer. Nous avons en eUes la base de la société univet'lSelIe de l'ave- nir, la société idéale, placée au-dessus de :tous les pays pDur mieux réaliser leur bonheur. N'aurons-nous pas ici, bien que dans une forme imparfaite, les trois pou- voirs classiques, dans l'Assemblée générale, le Conseil de sécurité et la Cour internationale de Justice? Et voilà comment, dans la sqciété internationale de demain, tout se passera facilement. La souveraineté des nations existera seulement pour le travail et la paix, jamais pour faire la guerre. Et les pays vivront toujours heu- reux, IV.rce que, de leur travail, ne résultera rien d'autre que le bonheur de leurs citoyens. 6. The United Nations is a forum where the peoples of the wodd may learn to know and love one another. It is the basis for the universal society of the future, an ideal society supreme over all nations in order the better to achieve their happiness. May we not find here, albeit in an imperfect forro, the ela'ssical three estates in the General A'Ssembly, the Security Council and the International Court of Justice? In that way, everything will work smoothly in the international world of to- morrow. The sovereignty of nations will exist only for work and peace and never for war. Countries will live in perpetuaI contentment because their work will bring nothing but happiness to their citizens. 6. On behalf of Mr. Lodge, and in his absence, 1 should like to talœ this opportunity of e:l\.-pressing the appre- ciation of our delegation for the very kind and generous things that the President ha's slaid about him. 10. We should like also to associate oUl"selves very fully with the remarks that the President has made about the late Sir Benegal Narsing Rau. 11. Finally, 1 believe that not only my delegation but aIl delegations at this table will be glad to associate themselves with the hopes which the President so eloquently expressed for a lasting peace. Adoption of the agenda The date of election to fiU a vacancy in the Inter- national Court of J~!stice (S/3226)

In accordance with the agenda and Article 14 of the Statute of the International Coure of Justice we are called on to consider at this meeting the fixing of a date for the election of a member to a vacancy in the International Court of Justice; follov~ng the precedent set by Pre- sidents on other such occasions, l have the honour to 5Ubmit to the Security Council the following draft resolution : "The Security Coundl, "Noting with regret the death of Judge Sir Benegal Na.5ing Rau on 30 November 1953, "Noting further that a vacancy in the Court for the remainder of the deceased's term of office hél!s thus occurred and must be filled in accordance with the terros of the Statute of the International Court of Justice, and "Noting that, in accordance with Article 14 of the Statute, the date of the election to fill this vacancy shall be ·fixed by the Security Couneil, Adopûon de l'ordre du jour Siège à pourvoir à la Cour internationale de Justice; date de l'élection (S/3226) 12.
