Mr. President, before we begin the consideration of our business today let me, on behalf of the United States Government, express to you, as the representative of Canada, our condolences on the tragic death yesterday of Lieutenant· Colonel George A. Flint in Jerusalem. Colonel Flint's services to the United Nations Truce Supervision Organization in Palestine were marked by courage, integrity and devotion of the highest order. If I may speak for a moment as the representative of CANADA, I should like to thank the representative of the United States and the members of the Security Council who are paying tribute both to a representative of the United Nations and to a Canadian who lost his life in the service of this Organization. 6. I am deeply moved by this tribute, and I shall make it my business to see that the widow of this gallant officer is informed of the tribute which has been paid to her husband at this meeting today. Adoption of the agenda

I should like to explain very briefly the Soviet delegation's position with regard to the agenda which we have just adopted. The Soviet delegation did not object to the adoption of the agenda, but this fact certainly does not mean that we in any way acknowledge the validity of the Lebanese Government's complaint against the United Arab Republic, or that ,ye consider Lebanon's appeal to the Security Counci! justified in the given circumstances. It simply means that we do not object to the Secnrity Council undertaking an examination of the question. The League of Arab States is expected to meet next Saturday, 31 May. to discuss this question on the agenda. I therefore move that we should adjourn the discussion of this subject until next Tuesday, 3 June, let us say, at which time we will know whether the question can be resolved outside of the Council or not, it being understoOd that the 4. I am not submitting this as a fonnal proposal in opposition to the one made by the representative of Iraq, but merely putting it forward as a suggestion; I leave it to the members of the Council to decide. 1L Mr. AZKOUL (Lebanon) (translated from French): Before a vote is taken on the motion for the adjournment which has just been made, I should like to explain briefly my delegation's position with regard to the proposal. 12. The Lebanese Government would welcome the adoption by the Council of the proposal made by the repre:;;entative of Iraq. Our complaint would thus remain before the Council, which wonld meet again next Tuesday to consider it if the League of Arab States should unfortunately prove unable to put an end to the United Arab Republic's intervention in the internal affairs of Lebanon. 13. We shall also be satisfied, and even glad, if the Council decides not to discuss the snbstance of our complaint today. Indeed, we are the Hrst to hope that nothing will be said or done during the present meeting which might make it more difficult for the Arab League to solve the problem and that, on the contrary. no effort will be spared to improve the League's chances of success. 14. For these reasons my delegation hopes that the Council wilt not need to meet either next Tuesday, or later, and that the issue will be solved by the Arab League. But should the latter fail to solve the problem to our complete satisfaction, we shall be forced to bring our complaint before the Council with the request that it should carry out its obligations under the Charter to maintain and safeguard peace and international security. 15. I sho-LlLd like to add that if unexpected events should unfortunately occur in my country through outside intervention, my Government reserves the right to reque!>t the immediate convocation of the Council at any time before the date set for the next meeting. 10. The Security Council has heard a proposal from the representative of Iraq for thc adjournment of the meeting until next Tuesday. The grounds put forward were that such an adjournm~nt would give tlIC League of Arab States an opportumty to consider the issues at stake, in the hope that a peaceful solution may be achieved on a regional basis. This, if I may say so, seems to fi l into tne gener~l pattern of United Nations procedures. Tne Council will take note of the remarks of the reprcsentatives of Lebanon and the United Arab Republic, as well as of the remarks of the Soviet Union representative, which we understand do not constitute aformal objection to the proposal for adjournment. I therefore suggest that, unless there is some objection, the Council should adjourn until next Tuesday, .1 June.

Since the reason for postponing txamination of Lebanon's complaint was the fact that the League of Arab States is about to examine the question, does today's decision to meet next Tuesday mean that we will meet in any event, that is, that we shall meet whether the dispute has been positively settled to the satisfaction of both parties, or whetlIer it has not been settled and will have to he considered by the Security Council? 19. The representative of Iraq said, I believe, that if the dispute was settled to the satisfaction of both parties, it might not be necessary for the Security Council to meet. 20. I am voting in favour of tlle Security Council adj ourning discussion of the question until next Tuesday on the understanding tlIat if the Arab League's decision is satisfactory to both parties, tbere will be no need for a Council meeting to discuss the question.

The purpose of my intervention is simply to place on record my interpretation of the decision the Security Council is .about to take. My delegation is prepared to vote in favour of the motion made by the representative of Iraq to the effect that the Security Council should postpone until next Tuesday its meeting to consider, if necessary, the item of today's agenda. I should like to place oa record, however, that my delegation understands that the League of Arab States has before it, and must settle, a complaint identical with that which is before the Security Council. Our reason for this is that my delegation has received three notes in :'iUceession, the interpretation of which should, in its opinion, be made clear. 22. The first note, dated 21 May 1958, addressed la the Secretary-General by Mr. Azkoul, the permanent representative of Lebanon, informed the Secretary- General that on 21 May 1958 the Government of the 22. Council received a copy of a letter dated 22 May addressed to the President by the representative of Lebanon, in which he said: " Upon instructions from my Government, I have the honour to request you, in your capacity as President of the Security Council, to cRll an urgent meeting of the Council to consider OIl'. following question: 'Complaint by Lebanon in respect of a situation arising from the intervention of the United Arab Republic in the internal affairs of Lebanon, the continuance of which is likely to endanger the maintenance of international peace and security.' [S/4001J." 24. Yesterday, a note from the permanent observer of the League of Arab States was distributed to delegations, flr~t by the permanent delegation of the League of Arab States and later by the United Nations Secretariat, the relevant part of which says: " I beg to inform Your Excellency that, according to information received from the Secretary-General of the League of Arab States, the Council of the League, in pursuance of article 6 of its Charter, will meet in Tripoli, Libya, on Saturday, 31 May, to discuss the complaint of Lebanon against the United Ara]) Republic." 25. If we read the Pact of the Arab League we find that the first paragraph of article 6 reads as follows: " In case of aggression or threat of aggression by one state against a member state, the state which has been attacked or threatened with aggression may demand the immediate convocation of the Council." 26. I should like to state my point of view as follows: if the phraseology or the wording of today's agenda is synonymous with the terms of article 6 of the Pact of the Arab League, I do not tllink there can be any discussion. If, however, there are two separate issues. if the League of Arab States is going to examine the situation and decide whether there has been aggression or the threat of aggression by one State against another and the Security Council is to examine something else - a complaint of intervention by one country in the internal ::drafrs of another - then I think I should specify that the Colombian delegatioll awaits the decision to be made on tlle matter in accordance with the terms of the Security Council's agenda and not with the provisions of article 6 of the Pact of the Arab League, since in none of the documents submitted by the Lebanese delegation have we seen any mention of aggression or of an immediate threat of aggression. On the other hand, if it is thought that the terms of the agenda item which was submitted by the Lebanese representative amount to that, then I agree to await the League's decision. 23. Mais s'il s'agit de deux chases difIerentcs, c'est-a-dire si la Ligue s'apprete a examiner \lIle situation et a decider s'il y a eu £lgression DU menace d'agre.ssion d'un Etat contre un autre, tandis que le Conseil de securite s'occupe d'autre chose, a savoir la plainte d'un Etat contre un autre pour intervention dans ses affaires intt':rieures, je crois qu'll convient de preciser que ma delegation attend une decision se rapportant aux termes de l'ordre du jour du Conseil et non it ceux de l'article 6 uu Pacte de la Ligue des Etats arabes, car elle n'a trouve, dans aucun des documents presentes par la delegation du Liban, d'ac.c.usation o'agression ou de menace imminenle d'agression. Toutefois, si l'on considere que les termes de l'ordl'e du jour et de la plaintc du represen!;ant du Liban equivalent en fait a une telle accusaLiOll, j'accepterai la decision de la Ligue.

I wish to make a few comments. The representative of the SovieL Union is right when he says that, if the League of Arab States should solve the question, the Security Council need not meet to consider it again, and I am sure that in that case the representative of Lebanon would infonn us in time. Thereiore, it is understood that, if there is no settlement, the Security Council will meet again and that otherwise the representative of Lebanon will inform us. 29. In connexion with the comments made by the representative of Colombia, I wish to assure him that it is the same question which is presented here und before the Arab League. There Hre no differences between the presentation of this question to the Arab League and its presentation to the Security Council 30. As for the documents before us, I believe that the one from the observer of the Arab League is not included in our official communications, and therefore I do not think that it carries any authority.

I should like to explain brieny my Government's interpretation of the decision to adjourn the discussion until next Tuesday, if it is adopted. Our interpretation of this decision is exactly the same as that of the USSR representative and that put forward just now by the representative of Iraq. I should like, however, to put it another way. We consider that if the Council decides to meet next Tuesday. it will do so automatically unless the Lebanese delegation informs it that thert'. is no further need to proceed wiLh the complaint.

I shall be very brief. In order to make the true facts of the case perfectly clear, ] should like to com~ ment on a statement which the CoLombian representative made and with which the Iraqi representative disagreed. I think it should be noted in the record of today's proceedings that the document containing the letter Irom the permanent observer of the Lea,gue of Arab States was indeed officially distributed. 33. This morning my delegation received - as did, I think, the Colombian delegation too - an official envelope bearing the name of the President of the Security Council. It is ior this reason that I am anxious to make these explanatory remarks with regard to the Iraqi representative's statement. The communication from the permanent observer of tile Arab League has been oiflcialLy distributed and it states that the League will meet on Saturday next. 28. JJ n'y a aucune difference entre ]a presentation de cette question .a la Liglle et sa preseutation au Conseil de securite. 30. Quant nux documents dont nous SOO1mes saisis, je crois que celui qui clllllne de l'observateur de la LigLle des Etats arabes ne figure pas dans les communications olllcielles ; je ne pensc done pas que nous puissions en tenir compte. 31. M. AZKOUL (Liban) : Je voudrais, en quelqlles mots, expliquer comment mon gouvernement comprend, si eIle est adoptee, la decision d'ajourner la discussion jusqu'a mardi prochain. Cependant, je voudrais I'exprimer en d'autres termes.
