On 4 June, the Security Council decided, at the Fn~nch representative's request, to adjD\lIn discussion of the item on our agenda until IS Ju~ 1958, in order to allow negotiations to take place between Tunisia and France to settle the important problem of the evacuation of French troops from Tunisia. s~ance du Conseil, le 4 jUin, le reprt;;sentant de la France, M. Georges-Picot, avait fait ~tatdescontacts qui n'avaient jamais ~t~ l11terrompus entre Paris et Tunis et de la volont€l du Gouvernement francais, clairement r~affirm~e par le g~n~ral de Gaulle, de s'efforcer de r~soudre par des n~gociations amiables les dlfficult~squi s'~taient malheureusement ~lev~es entre la France et la Tunisie. M, Georg'es-Picot avail, en cons~quence, demand!! un ajournement 11 quinzalne du d~bat pour permettre aux n~gociateurs fran~ais et tunislens de mener <'l Men leur tache. Le Conseil de s~c'JriM avait bien vouiu acquiescer a. ce voou, d'a1lleurs pleinement conforme 1:1. l'Article 33 de la Charte des Nations Un1es. 2. Lors d'une de nos dernieres s~ances, vous avez, Monsieur le Pr~sident, prononce une phrase qui nous a tous beaucoup frapp~setqui, me semble-t-H, devrait nous servir de devise aUjourd'hui. Vous nous avez dit, si ma m~moire est f1d~le, que, dans bien des cas, une bonne action valnit mieux que de longs discours. :J. Cette bonne action, nous venons vous l'apporter aUjourd'hui. Elle n'est rien d'autre que l'accord intervenu, hier, entre le Gouvernement fram;ais et le Gouvernement tunislen et dont H m'est agr~able, aujourd'hui, d'informer le Conseil. 4. Cet accord, conclu sous la forme d'un €lchange de lettres) pr~voit, d'une part, l'~vacuatlon, par les troupes fran-;aises. de tout le territoire tunisien !l L'exception de Bizerte et, d'autre part, le r~tab1is­ sement complet de la libert~ de cireulationdesforces fran<;aises. En meme temps, les deux gouvernements s'engagent a entreprendre, d'ici la findel'~vacuatlon, c'est-a-dire dans les quatre mois au plUS tard, une negociation destin~e cl definir un r~gime proviBo~re pour la base straMgique de Bizerte. 5. Aux yeux de mon gouvernement, le r€lsultat essentiel de cet arrangement est qU'il doit permettre, avec la reprise de l'apports diplomatiques normawt, la poursuite de conversations au cours desquelles seront examl:l~s tous les probl~mes en suspens dont depend l'ensemble des relations d'avenir entre la France et la Tunisie. 6. L'esprit de compr~hension mutuelle qui s'est manifest~ par la conclusion de l'arrangement du 17 Juin permet d'augurer favorablement de la suite des nl~gociation5. La France et la Tunisie ont trop d'lnMr~ts en commun pour se laisser arriHer par les difficultes qui peuvent les s~parer momentanement. Man gouvernement est convaincu, pour sa par, que nos deux prl.ys trouveront en eux-m@mesassezd'intelligence et de courage pour construire ensemble un avenir de cooperation et d'amitie. 7. M. SLIM (Tuni.::l1e): Le 4. juln, en effet, le Conseil de securit~ a deCide, a. la demande du repr€lsentant de la France, l'ajournement au 18 juin 1958 de la question tigurant a notre ardre du jour pour permettre ides negociations de se d~rouler entre la Tunisie et la France aux fins de regler l'irnportant probl~mede l'evacuation des troupes francaises de la Tunisie. Charg~ d'affaires at Tunis engaged in an exchange of letters embodying an agreement between the Tunisian and French Governments for the evacuation within approximately four months of all French troops stationed in Tunisia, with Ule exception of those at the Biz€l'ta base. This exchange of letters also provides tllat, when the evacuation has been completed, the two Governments will initiate negotiations to define a provisional rt!gtme for the air and naval base at Bizerta. . 10. The Tunisian delegation regrets that, inasmuch as this agreement could not be reached until yesterday afternoon, it was not in a position to inform the members of the Council about it earl1er thas obviating the need for this meeting, had the Council so desired. Yet we welcome the fact that this meeting has been held, for it is our sincere hope that this agreement, which is in keeping with the spirit of the initial results achieved by the good offices mission of the United Kingdom and the United States on 15 March 195B, paves the way for a settlement of all the other disputes outstanding between France and Tunisia. We trustthat its implementation and all the prospects to which it gives rise will not be jeopardized by unfortunate Md serious inCidents such as thoseatSakiet-Sidi.-Youssef and Remada, which gravely endangered internatiorlal peace and security. 10. Nous nous felicitOilS toutefois qu'eHe ait pu avoir Heu quand mame, car cet arrangement, qUi se place clans Ilesprit des premiers resultats auxquels est arrivee le 15 mars 1958 la mission des bons offices anglo-americains, ouvre la vole - nous l'esperons de tout cceur -:l. un r~glement de taus les autres conflits existant entre la France et la Tunisie, Puisse sa mise en application, alnsi que toutes les perspectives qu'eHe lalsseelltre_ VOir, ne pas etre compromise par des actes regret_ tables et graves Comme ceux de Sakiet-Sidl~Youssef et de Remada, qui ant mls s~rieusement en danger la paix et la s~curite Internaiionales. 11. I congratulate the Governments of France and Tunisia on having succeeded in removing their difficulties through direct negotiations. In extending these congratulations, I am sure I voice the sentiments of the Security Council. 12.
