Before we turn ta the business of our meetin~,1sh0uld like ta expressto our Japanese colleague-and 1 am convinced that in doing so 1 shaH be expl"ssing the unanimous feeling of the members of the Cl'..::. :lU-our deepest sympathy with the J apanese people in the disaster which has beenbrought about by the typhoon which recently struck Japan, causing, among many other things, the loss ofhundreds of precious human lives. The Japanese people, with the fortitude and deep sense of sacrifice for which they have gained due admiration, will prove themselves once more equal to the challenge and overcome the consequences of the present adversity. May the full support and warm understanding ofthe friendly nations of the world for Japan in its recent tragic event be of comfort in their present plight.

Adoption of l,he agenda
The agenda was adopted.
The Security Council will now proceed to the election of a member ofthe International Court of Justice to fill the vacancy in the Court caused by the death of Judge José Gustavo Guerrero. The term of office of the member elected in place of Judge Guerrero will expire on 5 February 1964. l should like to note that the General Assembly is now proceeding independently of and concurrently with the Security Council to elect a member of the Court. l should also like to draw the attention of the Council to the document which contains the list of candidates together with their curricula vitae [S/4204]. The list of candidates further appears in today's Journal of the United Nations. The Security Council has also before it the Secretary-General's memorandum on the present composition of the Court and on the procedure to be followed in the Council and in the General Assembly in connexion with the election. 4. In accordance with Article 10, paragraph 1 of the Statute of the Court, the candidate who obtains an absolute majority of votes in the Council and in the General Assembly shall be considered elected as a member of the Court.

l wish to announce that MI'. Ricardo J. Alfaro obtained an absolute majority of votes in the Cou.'1cil. Since MI'. Alfaro received 11 votes, we can consider that it was a unanimous vote.
6. The General Assembly will now be informedofthe result of the voting in the Security Council and we will shortly receive a communication from the President of the General Assembly about the results of the balloting in the Assembly. The meeting was suspended at 3.35 p.m. and resumed at 3.45 p.m.
l have just received a letter from the President of the General Assembly informing me that MI'. Ricardo J. Alfaro has received the required majority in the voting in the General Assembly. The letter says:
"1 have the honour to inform you that at the 813th plenary meeting of the General Assembly, held on 29 September 1959 for the purpose of electing a member of the International Court of Justice to fill the vacancy caused by the death of Judge José Gustavo Guerrero, MI'. Ricardo Alfaro of Panama has obtained an absolute majority of votes in the General Assembly."
1 am deeply moved by the eloquent words of the President and 1 wish to express to him our pl'ofound gratitude for the support given by his country and the other members of the Council to the candidacy of Mr. Eicardo J. Alfaro.
12. The Security Council's unanimous election of Mr. Alfaro as a judge of the International Court of Justice to fill the vacancy caused by the regrettable death of Judge José Gustavo Guerrero, of El Salvador, puts my delegation eternally in its debt.
13. Allow me, on behalfofMr. Alfaro andthe Government of Panama, to ask the distinguished statesmen seated at this table and representing Argentina, Canada, China, France, Italy, Japan, Tunisia, the Union of Soviet Socialist Republics, the United Kingdom and the United States of America, to convey our most sincere thanks to their respective Governments for the historie agreement they have reached today.
14. We also wish to express our gratitude to the Secretary-General, to Mr. Stavropoulos, the Legal Counsel of the United Nations, and to the Secretariat staff for the careful anà efficient manner in which they conducted the preparations for this election.
15. For my country the choice just made by this august body, which has happily coincided with that made by the General Assembly, constitutes a reaffirmation of the purpose of our Organization-to be a centre for hl'rmonizing the actions of nations large and small, in strengthening peace and furthering progress in our time, under the aegis ofthe principles of justice t'.nd of international law.
17. To the eminent jurists who made this nomination and who are the representatives, in the Permanent Court of Arbitration, of Argentina, Austria, Belgium, Bolivia, Brazil, Chile, China, Colomnia, Costa Rica, the Dominican Republic, El Salvador, France, Greece, Guatemala, Haiti, Honduras, India, Iran, Ireland, Italy, Japan, Liechtenstein, Luxembourg, Mexico, the Netherlands, Nicaragua, Paraguay, Peru, Spain, Switzerland, Thailand, Turkey, the United Kingdom, the United states, Uruguay and Yugoslavia, we hereby wish to reiterate our most sincere thanks.
18. You may rest assured that, as a representative of the civilization and the legal system of Latin America, Mr. Alfaro will contribute constructively to the exercise ofthe high functions ofthe International Court of Justice, with the undeniable moral strength given to him by his unanimous election, which is a tribute to his extraordinary capacity, andthe authority to administer international justice conferredupon him by his work as a statesman, diplomat, jurist, philologist, educator and academician; as one of the founders of the United Nations at San Francisco; as Chairman of the Committee which drafted the Spanish text of the Charter; as Chairman of the Legal Committee of the General Assembly at its third session, when the Convention on Genocide was drafted; as Chairman and member of the International Law Commission; as the originator and defender of fundamental doctrine on the rights and cluties of States; and, finally, as an indefatigable toiler for the formulation and protection of fundamental human rights and freedoms.
