The interpretation into French ofthe statementmade by Mr. Kuznetsov (Union of SovietSocialistRepublics) at the 894th meeting was given.
Yesterday I made it clear that I did not feel that it would be particularly fruitful to question the motives or to indulge in polemics as to the motives of any member of this Council who wishes to bring a matter to the attention of the Council. However, afterhearing the remarks of the representative of the Soviet Union at the last meeting, I think that any question about motives has now been removed. The USSR is seeking to use the Security Council as aninstrumentto advance its own totalitarian designs in the Americas. It has distorted the Charter, projectedfalse andunwarranted attacks against the United States and even gone to the extent of accusing the entire membership of the Organization of American States of seeking to violate the Charter.

3. Among other things, the Soviet representative accused the United States of intervention in Latin America. I can think of no better way to answer this
4. As I indicated yesterday, the American Republics denounced Soviet ambitions to intervene intheAmericas in theDeclarationofSanJos€l, CostaRica [S/4480], and those sentiments apply equally here. It would be perhaps amusing, if it were not ominous, to think that it is the USSR which is seekingto pose as the defender of the United Nations Charter. Here is a country that evoked th~ regional organization-a military regional organization-of communist Eastern Europe, the Warsaw Pact, in its attempt to justify in the Security Council its brutal repression of the Hungarian revolutionaries. Here is the country that did not seek Security Council authority then but defied it, and ever since it has contemptuously ignored the repeated United Nations condemnations of its actions and :£"<speated United Nations demands that it withdraw its troops.
5. In our opinion, such a country has little standing in seeking to distort the Chartertoits own ends today. The Soviet request for Security Council action in this case was a baldeffortto seeka veto over the operation of the inter-American system. In our opinion, it is malicious meddling and will not succeed.
I have asked for the floor in order briefly to state my delegation1s position on the questions just touched upon by the United States representative. His second statement confirms once again that the United States delegation has no real arguments with which to counter the proposals put forward by the USSR delegation or to question their substantive correctness. Instead, theUnited States delegation is endeavouring, as in the past, to divert the attention of the United Nations from the substance of the question, hoping that it will thus be able to conceal the true nature of this matter and of the policy which the United States is pursuing.
7. I do not intendto dwell here on the question whether the United States is intervening in the domestic affairs

On pourrait trouver ironique, si la situation n'etait aussi inqui€ltante, le fait que ce soit I 'Union sovietique qui s'erige en defenseur de la Charte des Nations Unies. Voilll. un pays qui s'est retranche derri~rel'organisation regionale des pays communistes d'Europe orientale - organisationregionale militaire-le Pacte de Varsovie, pour essayer de justifier aux yeux des membres du Conseil de securite larepressionbrutale dont il s'est rendu coupable dans la revolution de Hongrie. Ce pays n'a pas invoque l'autoriteduConseil de securite 11 cette occasion, bien au contraire ill'a bravee, et il n'a cesse depuis de feindre d'ignorer avec le plus grand mepris les nombreuses condam" nations que 1'Organisation des Nations Unies a prononcees ll. son egard ainsi que les demandes reiterees par lesquelles elle 1'a invite ll. retirer ses troupes.

A notre avis, ce pays est malvenu 11 chercher A d€lformer la Charte pour servir ses desseins actuels. j La demande de l'Union sovi€ltique visant ll.faireinterj venir le Conseil de securite dans cette affaire constitue tout simplement une tentative pour mettre un veto sur le fonctionnement du syst~me interamericain. Nous estimons que ce sont III des intrigues malveillantes qu.i. ne peuvent qu'echouer.

KOUZNETSOV (Union des Republiques socialistes sovi€ltiques) [traduit du russe]: J'ai demande la parole afin de pr€lciser bri~vementla position de ma delegation sur les questions que le representant des Etats-Unis vient d'€lvoquer. Sa seconde intervention confirme de nouveau que la del€lgation des Etats-Unis n'avance en fait aucun argument contre les propositions presentees par la delegation sovietique ni aucune preuve permettant d'en contesterle bien-fonde. Aulieu de cela, elle s 'efforce, commeparle passe, de detourner l'attention de 1'Organisation dufond dela question, esperant ainsi reussir ll. dissimuler la realite ainsi que le caract~re veritable de la politique 11 laquelle se livrent les Etats-Unis.
7. Je ne veux pas traiter ici en detail de la question de savoir si les Etats-Unis commettent des actes

En ce qui concerne les evenements recents, je peux rappeler qu'A la derni~re conference de 1'Organisation des Etats americains on a cite des faits assez precis qui prouvent que les Etats-Unis continuent A commettre des agressions et A s'ingerer dans les affai::es interieures de nombreux pays. A cet egard, je voudrais notamment suggerer an representant des Etats-Unis de prendre connaissance des declarations du Ministre des relations exterieures de Cuba. 9. Quant A la question hongroise, elle a montre 'une fois de plus que la reaction internationale, poussee en premier lieuparles milieux dirigeants des Etats-Unis, avait espere et escompte se servir des difficultes interieures de la Hongrie pour renverser le regime populaire existant dans ce pays et y ramener 1'ancien regime profasciste. Mais, comme on le sait, latentative a echoue. Le peuplehongrois, auprixde son sang, au prix de sacrifices, a defendusaliberteet son ind€!- pendance. Les peuples fraternels de nombreux pays, notamment le peuple sovietique, lui sontvenus enaide. Cela prouve qu'aujourd'hui les peuples sont de plus en plus guides, dans leurs actions, par la vOlonte de defendre leur liberte.
8. In connexion with recent events I might recall that at the last conference of the OrganizationofAmerican States facts were presented in considerable detail testifying to continuing agression and intervention by the UnitedStates inthe domestic affairs ofmany States. In that connexion I would recommend theUnitedStates representative to acquaint himself in particular with the statements made bythe CubanMinisterfor Foreign Affairs.
9. So far as the Hungarian question is concerned, it demonstrates once again that international reac.tion, urged on primarily by ruling circles in the United States, hoped and expected, by exploiting internal difficulties in Hungary, to overth::rowthe existingpeople's

r~gime and to restore the old pro-fascist order in Hungary. That attempt, as everyone knows, did not succeed. The Hungarian people defendedtheirfreedom and independence with their blood and their lives. The peoples of many sister countries, including the Soviet people, came to their aid. That only goes to show once again that to an ever greater extent the peoples today are guid.ed in their activities by their desire to defend their freedom.
10. As regards the policy of the USSR, I too should prefer not to go back over the subjectbut I should like to quote just one passage from a recent statement by the Sovi.et Prime Minister, Mr. Khrushchev, in connexion with certain events taking place in the Western Hemisphere: nOur policy is aimed at supporting all that is honest, all that is sacred, all those who are fighting for the independence and happiness of the peoples. Our sympathies are always on the side of those who rise up against the colonialists and enslavers."
10. Pour ce qui est de la politique de 1'Union sovietique, je ne voudrais pas me repeter; je desire cependant citer un seul passage d'une declaration recente que notre premier ministre, M. Khrouchtchev, a consacre A certains evenements qui se sont produits en Occident: nNotre politique vise d appuyer tout ce qui est honn~te, tout ce qui est sacre, A appuyer tous ceux qui luttent pour 1'independance et le bonheur des peuples. Nos sympathies vont toujours Aceux qui se dressent contre les colonialistes, contre les asservisseurs."
11. Finally, the UnitedStates representativehas tried here, somewhat obscurely, to make itappear as though the USSR were taking advantage ofthe Security Council and had it in mind to veto somefuture resolution. Our aims are perfectly clear: we suppm:t andwill continue to support the struggle of all peoples who are seeking to strengthen their independent existence. I shall not, however, conceal from theUnited States representative that by analogy with this case of the Dominican Republic, itwould, ofcourse, unquestionablybe necessary in certain other cases for the same kind of discussion to be held and the same kind of decision adopted with respect to the aggressive policy pursued by the United States in regard to certain Latin American countries. In such cases, however, they apparently consider that they are the masters and that such decisions would not be permitted. .
11. Enfin, le representant des Etats-Unis a tente assez confus€lment de prouver que 1'Union sovietique se sert du Conseil de securite et qu'elle a l'intention de mettre son veto acertaines decisions. Nos objectifs sont parfaitement clairs: nous appuyons et nous continuerons d'appuyer la lutte de tous les peuples qui cherchent a consolider leur independance. Cependant, je ne cacherai pas au representant des Etats-Unis que, par analogie avec le cas delaRepublique Dominicaine, il serait necessaire dans certains autres cas que la politique d'agression pratiquee par les Etats-Unis a 1regard de certains pays de l'Amerique latine fasse 1'objet d'une discussion et d'une decision semblables. Mais, semble-t-ll, les Etats-Unis s 'estiment ~tre les maitres de la situation et ils pretendent qu'ils ne tolereront pas semblable decision.

I feel obliged to make a few remarks in connexion with the last statement by the United States representative. While not wishing ~o extend our discussion or to go into problems

As is well known, the Warsaw Pact, which was signed on 14 May 1955. was signed in the wake of the acceptance of West Germany into NATO. and it came into being in the interest of the eastern European socialist countries which felt. as they still feel and will continue to feel, the danger that threatens our security and independence as a result of the recent policies of some members of NATO, especiallyWestern Germany which, as we know. is being rearmed and might be the cause offutureaggressionin Europe.
14. The representative of the United States. as well as everybody else might very well convince himself about the nature of the Warsaw Pact by reading its text.1/ The first article of the Treaty says explicitly that the Treaty itself could be automatically dissolved if NATO were to be dissolved. It is purely a defensive pact. and furthermore the practice of its application well proves its defensive character. It is well known that the countries participating in the Warsaw Pact have conducted their policies, externally as well as among themselves. in full and complete agreement 'with the Governments of all other members of the Warsaw Pact, and withthefull and complete agreement of the peoples of those countries. There is absolutely no indication that the Warsaw Pact countries woulddo . anything'either internally or externally that would not have the full support of all the Member Governments as well as the people. We see in the Warsaw Pact the best guarantee for the present and the future against any possibility of not only outside intervention but of military attack which might threaten the peace and security of not only our own countries but also of the peace and security of Europe as well as of the whole world.
I have no more speakers on my list. The Council may now proceed to vote on the two draft resolutions beforeit. namely, the draft resolution sponsored by the Soviet Union [S/4481/Rev.1] and the draft resolution sponsored jointly by Argentina~Ecuador and the United States of America [S/4484].
In the light of the debate yesterday and today on the two draft resolutions, I would suggest that the Council would be justified in giving priority inthe voting to the draft resolution submitted by Argentina. Ecuador and the United States. Accordingly, I wish to make a formal motion to that effect and I would appeal to the USSR delegation. which has sponsored the other draft resolution, to agree to my suggestion. 17. Mr. KUZNETSOV (Union of Soviet Socialist Republics) (translated from Russian): The Soviet delegation, anxious to co-operate in both great matters and small. does not object to the proposal of the Ecuadorian representative and will not insist on priority for its own draft resolution.

Comme on le sait, le Pacte de Varsovie, signe le 14 mai 1955, a ete conclu par suite de l'admission de l'Allemagne occidentale ~ l'OTAN et dans l'interet des pays socialistes d'Europe orientale qui se rendaient compte et qui continuent h se rendre compte du danger que constitue pour leur s6curite et leur independance la politique suivie ces derniers temps par certains m'1mbres de l'OTAN. et en particulier par l'Allemagi'l{; ")ccidentale qui, comme on le sait, est en train d'etre rearmee et qui pourrait de ce fait etre h l'avenir la cause d'une agression en Europe.
14. Le representant des Etats-Unis. comme qUiconque, pourrait fort bien s'assurer de la nature du Pacte de Varsovie s'il en lisait letexte!J. Le premier article du traite stipule expressement que celui-ci pourrait etre dissous atomatiquement sil'OTANvenait h etre dissoute. C'est uniquement un pacte de defense, et, d'ailleurs, sonapplicationpratique ena bien montre le caract~re defensif. Onsaitparfaitement queles pays qui participent an Pacta deVarsovie suivent, aussibien dans leurs rapports entre eux qu'avec les autres pays, une politique de parfaite entente entre les gouvernements de tous les pays membres du Pacte. qui est pleinement approuv6e par les populations de ces pays. n n'y a absolument aucun element qui permette de conclure que les pays du Pacte de Varsovie puissent prendre une decision quelle qu'elle soit, tant sur le plan interieur que dans le domaine exterieur. quin'ait l'appui plein et entier de tous les gouvernements membres comme des populations des pays interesses. Nous estimons que le Pacte de Varsovie est notre meilleure garantie, pour le present et pour l'avenir, contre toute possibilite d'intervention ext6rieure et d'attaque militaire qui risqueraient de menacer la securit6 de nos pays aussi bien que de l'Europe et meme du monde entier.

The Soviet delegation would like briefly to explain its vote on the resolution submitted by three members ofthe Security Council. .
22. Ma d6Iegation s'est abstenue parce que ce projet - qui vise seulement ~ prendre acte dela resolution I de I'Organisation des Etats americains [S/4476} concernant la question dominicainen'estni assez precis ni assez complet. D'apr~s ce texte, le Conseil de securite prend acte de la resolution de 1'OEA, ce qui signifie, ~ notre sens, qu'aucun membre du Conseil ne s'el~ve contre les decisions prises et que, par consequent, les membres du Conseil les approuvent quant au -fond. Mais on aurait pu trouver une formule plus nette et plus prllcise, commeleproposaitladel€~gation sovietique.
22. The Soviet delegation abstained from voting on the three-Power draft resolution because that draft, which proposes that the Council should limit itself to taking note of resolution I of the Organization of American States [S/4476} on the Dominican question, is insufficiently exact and comprehensive. The draft resolution states that the Council takes note of the resolution of the Organization of American States. That means, as we understand it, that none of the members of the Council objectsto that resolution, and, accordingly, that the members approve itinprinciple. However, that could have beenexpressedmore exactly and more definitely, as theSovietdelegationproposed.
23. A cet egard, la delegation sovietique croltdevoir souligner ce qui suit: etant donne que les decisions du genre de celle que 1'Organisation des Etats americains ' a prise le 20 aoilt rel~vent enti~rementdel'Article 53 de la Charte, elIes doivent ~tre approuvees par le' Conseil de securite. D'ailleurs aucun representant ne 1'a conteste. Toutefois, certains membres du Conseil ont simplement essaye d'esquiver l'examen de la question quant au fond en alIeguant notamment qu'ils n'etaient pas encore pr~ts ~ aborder semblable discussion. Nous interpretons les declarations de ces representants comme signifiant que la porte reste ouverte et qu'illeur sera possible, ~ une autre occasion, d'appuyer pleinement les dispositions de la Charte selon lesquelles les organismes regionaux ne peuvent prendre des sanctions qu'avec le consentement du Conseil de securite.
23. In thi~ connexion the Soviet delegation deems it necessary to stress the follOWing: since resolutions ,such as that adopted by the Organization of American States on 20 August fall wholly and completely under Article 53 of the Charter, such resolutions are unquestionably subject to approval by the Security Council. No one here, indeed, has challenged that position. Nevertheless some members of the Council have simply tried to evade consideration of the substantive issue, saying in particular that they were not ready to deal with it at this time. We understand the statements of those members of the Security Council to mean that they are leaving the door open so that in other circumstances they may fully support the provisions of the Charter to the effectthat regional agencies may apply sanctions only with the concurrence of the Security Council.

26. As I had the honour to tell the Council [893rd meeting], the OAS rendered justice to Venezuela by adopting a resolution which is complete and valid in itself. 27. The Government of the Dominican Republic was categorically condemned by that resolution and sanctions provided for in the Inter-American Treaty of Reciprocal Assistance were approved. Those measures are now being carried out. Today, for example, The New YorkTimes reports thattheRepublic of Haiti, the only country having a common frontier with the Dominican Republic, broke off diplomatic relations with that country yesterday, thus joiningwiththemany American States, including the three represented in this Council, which are already carrying out the OAS decision. 28. The discussions which have taken place in this Council constitute another important factor, supplementing this action.
29. We interpret the resolution which has just been adopted not as a confirmation of the validity of the OAS decision-for none is necessary-but as an indication that the Council agrees with that decision.
30. Before concluding, may I once again express my gratitude to the members of the Council for allowing me to take part in this debate and for the warm sympathy they have expressed towards my Government and my country. 31. Mr. WADSWORTH (United States of America): I wish very briefly to record our position in relation to the intervention made by the representative of the Soviet Union. My delegation considers that the three- Power resolution was not submitted under Article 53 and that the interpretarion ofthe Sovietrepresentative of the actiontakenhere today does not reflect the views of the United States.
32. As to the principle of the matter being left open for future consideration by the Council, my delegation considers this particular item completed, and in the future we shall judge proposals on their merits.
I think we can consider our examination of this question completed. Having heard the statements of the members ofthe Council, I take it that I may now deolare that the Councn has disposed of the matter.
Work programme
I would like now to ask the indulgence of the members of the Councn to allow me to make a statement about a future meeting of the Security Council. As the representatives are aware,

Dans cette resolution, 1'OEA condamne energiquement le Gouvernement de la Rllpublique Dominicaine et d6cide d'appliquer un certain nombre des mesures prevues par le Traite interamericain d'assistance mutuelle. Ces mesures sont actuellement en voie d'application. Aujourd'hui m~me, le New York Times nous aunonce que la Republique d'Hai'ti, le sem pays qui ait des fronti~res communes avec la Republique Dominicaine, a rompu les relations diplomatiques avec sa voisine, se joignant ainsi aux nombreux Etats americains - et notamment aux trois representes iciqui mettent d6j~ en reuvre la decision de 1'DEA.
28. Un important element s'ajoute ~ cette action: ce sont les deliberations du Conseil de securite.
29. Nous interpretons la resolution que le Conseil vient d'adopter non pas comme une autorisation, puisqu'une telle autorisation n'est pas necessaire ~ la validite de la decision de 1'OEA, mais comme la preuve que le Consen est d'accord avec cette decision. 30. Je voudrais en terminant exprimer une fois de plus ma reconnaissance aux membres du Conseil pour m 'avoir permis de participer ~ ce debat, etles remercier de la sympathie chaleureuse qu'ils onttemoignee ici II mon gouvernement et II mon pays.

Before calling on them, I would like simply to state that I have asked the indulgence of members of the Council to make this statement, which is of course outside the agenda. Therefore, I beg them to consider that the discussion we are now having is outside the agenda. 37. Mr. KUZNETZOV (Union of Soviet Socialist Republics) (translated from Russian): I should like, if I may, to make the following comments concerning the time at which the Security Council is to be convened. I thinkitwouldbe appropriate to schedulefor tomorrow morning the meeting of the Security Council which is to consider the question ofthe Congo. I say this for the simple reason that yesterday and today we have been occupied with the question which we have justfinished considering and we-inpa:rticularmy delegation-have not had the opportunity to familiarize ourselves with the fourth report, which we are going to discuss. It is possible that in the course of this evening other material will be forthcoming.
38. We therefore think that it would be appropriate for the Security Council's meeting on the Congo to be held tomorrow morning. I would ask the members of the Security Council to take this consideration into account.
Mr. President, I just wish to refer totwo pointswith regardto the announcement you made outside the agenda. Firstly, as a member of the Security Council, I have had no information whatsoever which indicates that there is any urgency for a meeting with regard to the Congo, except what I might have read in the newspapers or heard outside. But I believe that there is some just reason for the Secretary-General asking for an urgent meeting. Apparently he has some information which makes an urgent meeting necessary, and I will certainly accept that position. I would bepreparedto attendthe meeting

38. C'est pourquoi il nous paraft pr6ferable de fixer la seance du Conseil h demain matin. Je voudrais demander aux membres du Conseil de prendre ces remarques en consideration.
39. Sir Claude COREA (Ceylan) [traduitdel'anglais]: J'ai deux observations h faire, Monsieurle President, au sujet de ce que vous venez de nous communiquer en dehors de l'ordre du jour. Je dois dire en premier lieu qu'en tant que membre du Conseil de securite, je n'ai pas regu le moindre renseignement indiquant qu'une reunion consacree ilIa question du Congo soit urgente, h part ce que j'ai pu lire dans les journaux ou entendre en dehors de cette salle. Je pense toutefois que le Secretaire gen6ral a de bonnes raisons de demander cette reunion d'urgence. n semble qu'll dispose de renseignements qui la rendent necessaire;

The second point is that I am not aware whether we have had enough time to give any notice to the Government of the Republic ofthe Congothata meeting is to be held in connmonwiththe events in the Congo. It is always desirable that any possible notice should be given to the Government of the Congo of a meeting of the Security Council.!fitis at all possible, I suggest that notice should be given to the Government of the Congo so that it may send its representatives to take part in any suchmeeting. Thatwouldbevery necessary and useful.
41. Subject to these two observations, Mr. President, I am in your hands as regards attending any meeting that you may fix at any time-and also subject to any information that the Secretary-General might have as to the urgency of a meeting.
I agree with the representative of Ceylon that the desire of the Secretary-General to have a meetingtonightisinitself an argument for having one. He is ina better position, I think, than any of us here to know what is the latest news fJ;om the Cong\)o We all ki:tow that events there are moving very fast; the representative of the Soviet Union alluded to that in his own statement.
43. We may find when we meet tonight that it is undesirable to take decisions before an adjournment. I am sure that you, Mr. President, and the Council as a whole will show the greatest comprehension for any difficulties feltby the representativeofthe SovietUnion or by other representatives who feel that they are not in a position to participate in decisions tonight. I suggest, therefore, that we should meet at 8.30 p.m., as you have suggested, on the understanding that we are 110t committing ourselves in advance to any particular way of proceeding.
Mr. President, may I ask a question in connexion with what was said by the representative of Ceylon? Would you be in a position to give us any information as to whether any communication has been already sent to the Government of the Republic of the Congo about a meeting, and is there any information at your disposal about the possible arrival, if any, of the representatives of the Government of the Congo?
I will give the floor to the representative of Tunisia, and then I will answer the question.
In the circumstances, bearing in mind the fact that the Secretary-General deems it advisable for the Security Council to meet immediately to consider the situation in the Congo and that the Yugoslav delegationhas also requested an emergency meeting for thatpurpose, and

As I said before, I had decided that a meeting should be held at 8.30 tonight, the decisionbeing up to the President, I had, ofcourse, thoughtthatit would be opportune and useful to announce this at this meeting, in view of the fact that the next meeting would be held in only a few hours' time. I also stated that what we were going to say would be outside our agenda, and may I add that it would certainly notbe proper to embark upon the agenda of the next meeting.
49. This should answer, I think, the request of the representative of Poland. He has asked whether I have information. I think that this pertains to a substantive part of the :!text meeting, if I may say so, but I should like to say to him that I am guided in my decision mainly by the request of theSecretary-General, which for me constitutes the most important document in a question such as the convening of a meeting of the Council.
