The situation in Somalia

The Security Council will now begin its consideration of the item on its agenda. Members of the Council have before them document S/2024/513, which contains the text of a draft resolution submitted by the United Kingdom of Great Britain and Northern Ireland. The Council is ready to proceed to the vote on the draft resolution before it. I shall put the draft resolution to the vote now.
A vote was taken by show of hands.
The draft resolution received 15 votes in favour. The draft resolution has been adopted unanimously as resolution 2741 (2024). I now give the floor to those members of the Council who wish to make statements after the voting.
France congratulates the United Kingdom on having led the negotiations and welcomes the renewal of the mandate of the African Union Transition Mission in Somalia (ATMIS) and the United Nations Support Office in Somalia until 12 August. A few months from ATMIS’s departure, France would like to underscore the urgency of finding, immediately, a sustainable solution for future international support provided to Somalia. We must ensure this in order to avoid a security vacuum. France welcomes the work done by the Somalian authorities and the African Union in this regard and the work under way to establish a concept of operations by the end of July. The mission to be established in January 2025 must be assured of the support of all Somalia’s partners in combating the Al-Shabaab group. That mobilization must occur through the identification of a clear, sustainable financial model based on diversified contributions. We wish to recall that the European Union has already committed more than €4.3 billion to Somalia since 2009. It is now important to better redistribute the financial effort, which will require contributions from new partners, without whom this mission will not be successful.
Before adjourning the meeting, as this is the last scheduled meeting of the Council for the month of June, I would like to express the sincere appreciation of the delegation of the Republic of Korea to the members of the Council and to the secretariat of the Council for all the support they have given us. Indeed, it has been a busy month and one in which we rallied to consensus on several important issues within our purview. We could not have done it alone and without the hard work, support and the positive contributions of every delegation and the representatives of the Secretariat, including the technical support team, interpreters, conference service officers, verbatim reporters and security staff. As we end our presidency, I know I speak on behalf of the Council in wishing the delegation of the Russian Federation good luck in the month of July.
