NEW YORK
1 am sure 1 am speaking for aU of our colleagues in expressing our gratitude and admiration to Mr. Nathan Barnes, representative of Liberia who presided with such wisdom, moderation and, 1 may say, dexterity over the Council during the last month. The month of September 1961 was a sad and at the same time a highly important month for our Organization. 1 am sure we aU agree that we owe it to the high qualities of statesmenshipofMr. Barnes to have carried the work of the Council so harmoniously during that period. 1 may add that Mr. Barnes has had the rare privilege of counting two unanimous votes cast in this Council during the same month. 1 would personaUy be extremely happy li 1 should have occasion, in the month of October, to emulate, even partly, the accomplishments of Mr. Barnes and to COllOt eleven hands in the voting on a question.
1 wish to thank the present incumbent of the President's Chair on behalf of my delegation, and particularly on behalf of Mr. Barnes, for his generous remarks about our short tenure in the Chair during the past month which was so eventfuI, as he has aptly pointed out.
3. 1 must, first of all, apologize for Mr. Barnes who, having attended the funeral services of the late Secre- . tarY-General, Mr. Dag Hammarskjold, could not conveniently arrange his return flight by this time. 1 am
Adoption of the agenda 4. The PRESIDENT: The provisional agenda for this afternoon is oontained in document siAgenda/970. If 1 hear no objection, 1 shaH consider the agenda as adopted. 5. Mr. ZORIN (Union of Soviet Socialist Republics) (translated from Russian): First of aH 1 should like to welco~e the President on his assumption of the Chair for this month, and to wish him aIl success.
6. Since we have now passed to the question of the provisional agenda, 1 should like to state, on behalf of the Soviet delegation, that it deems it necessary to change the order of the discussion as shown on the provisional agenda. As already stated by the Soviet delegation at earlier meetings of the Council, weconsider it absolutely essential that the discussion of the question of the admission of new Members should begin with the admission of the Mongolian People's
1Republic, a country which long ago applied for membership in the United Nations and which fulfils aIl the requirements for admission to the Organization. 7. As the question of the admission of the Mongolian people's Republic which we proposed for inclusion in the agenda is listed second, the Soviet delegation does not find it possible to approve the agenda in its present forme It accordingly proposes that sub-item
(~) should relate to the question of the admission of the Mongoliari People's Republic-that is, to thedocuments concerning its admission, which are now listed under sub-item (h). 8. The PRESIDENT: 1 wish to thank the representative of the Soviet Union for the kind words which he expressed on my behalf. 9. Mr. DOE (Liberia): After consultation with fellow representatives, 1 would move that this meeting be adjourned until such time as members of the Council have consulted further. According to the weather reports, the hurricane "Esther", which seemed to have missed us, is likely to make a return trip. 1 hope that my proposaI may have the unanimous agreement of the Council.
Members of the Council have heard the motion presented by the representative of Liberia. In accordance with rule 33 of the provisional rules of procedure, a motion to, adjourn has precedence over other motions; and, again in accordance with the same rules, such motion shaH be decided without debate. Is there any objection to the adoption of the motion for adjournment presented by the representative of Liberia? The motion was adopted. The meeting rose at 3.35 p.m.
