In accordance with the Council% earlier decisions taken at the last meeting, 1 shall, with the consent of the Council, invite the representatives of Ethiopia, Belgium, India and the Congo (Leopoldville) to take places at the Counoil table. Af tbe invitation of the President, Mr. Tesfaye Gebre-Egzy (Etbfopia). Mr. Paul-Henri Spaak (Bel- @un), Mr. Krishna Menon (India) and Mr. Justin Bomboko (Republic of the Congo, Leopoldville), took places at the Securi@ Council table.

A letter has been received from the Minister for Foreign Affairs of Sweden dated 14 Novembsr 1961 [A/49861 addressed to the President of the Security Council requesting that he should bs permitted to Participate in the discussion of the item which the Council has on its agenda. If there are no objections from the members of the Council, 1 shall invite Mr. Unden, the Mini&er for Foreign Affairs of Sweden, t0 take a place at the Security Council table. Af tbe invitation of the President, Mr. Osten Unden (Sweden) toolc a place at tbe Seourity Council table. On 21 February 1361 tbe Seourity Council saidit was: tllat tbe solution of the n the Paands of the Fe elves witbout any interfer ide there cari be no solution wltbout ccancilia- 145. Also, net very long ago. on 15 April 1961, tbe General Assembly said in resolutian 1600 (XV), paragrapb 2: Ip Tbe General Assembly “Calls u n tbe Congolese autborities conoerned --+= to desmt rom attempting a military solution totbeir problems and resolve tbem by peaceful meansn Furtber on, in paragrapb 6, tbe Assembly added tbat it: *Decides to appoint a Commission of Conciliation of seven members to be designated bytbe President of the General Assembly to assist tbe Cong0lese leaders to achieve reconciliation and to end tbe political crisis.” T0oay ail this is forgotten; no one mentions it any more. Furtbermore, if this reminder of your own decisions did not impress you. may 1 read you from another document. a few lines which, in any case, 1 fiod more moving than those 1 have just read. It is Mr. Hammarskjold’u last message. It is also glven In Mr. Linner’s report. On the eve of Ns deatb. a few boum before setting out on his last flight, Mr. Hammarskjold sent a message to Mr. Tshombé saying: “A principle of tbe United Nations which is absolutely binding upon a11 is the maintenance of peace and, to that end, and in order to protect buman life. they are bound to cesse a11 hostilities and to seek solutions to the conflict by means of negotiation, mediation and conciliation.n I-le ended his message with these words: “I bave been informed of the message received by .Pir. O’Brien from Mr. Dunnett, the British Consul . . . 1 suggest tbat 1 should meet you personally, so tbat togetber we cari try to find peaceful means of resolving the present couilict, thus opening the way to a solution of the Ka&tanga problem within the framework of the Congo.. . .“-/ 147.
