Peace and security in Africa

The Security Council will now begin its consideration of the item on its agenda. Members of the Council have before them document S/2025/487, which contains the text of a draft resolution submitted by France. The Council is ready to proceed to the vote on the draft resolution before it. I shall first give the floor to those members of the Council who wish to make statements before the voting.
In July 2024, the Security Council made significant changes to the sanctions regime through the adoption of resolution 2745 (2024), enabling the Council to come to a consensus on this file for the first time since 2020. France wanted to build on that collective success by proposing a technical rollover this year. It thanks all Council members for their constructive engagement to that end and welcomes the outstanding coordination with the Central African Republic. This renewal is identical to resolution 2745 (2024) and makes it possible to continue extending support to the Central African Republic in the fight against armed groups and associated individuals, who pose a threat to the territorial integrity of the country and undermine the State’s authority. The aim is to prevent them from procuring weapons and all related equipment, so as to guarantee the stability of the Central African Republic and the entire region.
I shall put the draft resolution to the vote now.
A vote was taken by show of hands.
The draft resolution received 15 votes in favour. The draft resolution has been adopted unanimously as resolution 2789 (2025). I shall now give the floor to those members of the Council who wish to make statements.
I have the honour to deliver this statement on behalf of the three African members of the Security Council plus (A3+), namely, Sierra Leone, Somalia, Guyana and my own country, Algeria. We thank the penholder, France, for the smooth negotiation process. The A3+ welcomes the unanimous adoption of resolution 2789 (2025), which renewed the sanctions regime pursuant to resolution 2745 (2024) and extended the mandate of the Panel of Experts. We are particularly pleased that this marks the second consecutive year that the Council has demonstrated a rare unity on this file. That consensus reflects the positive momentum on the ground following the dissolution earlier this month of two armed groups. Their decision to finally sign peace agreements with the Government of the Central African Republic and rejoin the peace process is commendable. The A3+ encourages a similar approach by other armed groups. The A3+ remains steadfast in its commitment to peace, stability and the full restoration of State authority in the Central African Republic. The A3+ looks forward to continued progress and stands ready to support the Government and the people of the Central African Republic on their path to sustainable peace.
