The Security Council, Having considered the letter dated 5 July 1988 from the Islamic Republic of Iran addressed to the Acting Permanent President of the Security Council, Having heard the statement of the representative of the Islamic Republic of Iran, Foreign Minister Ali-Akbar Velayati and the statement of the representative of the United States of America, Vice-President George Bush (see S/PV.2818), Deeply distressed that in flight over the Strait of Hormuz by a missile fired the United States warship USS Vincennes, was destroyed a civil aircraft of Iran Air scheduled international flight 655, Expresses its deep distress at the downing of an Iranian civil aircraft fired from a United States warship and profound regret over the tragic loss of innocent lives, Expresses its sincere condolences to the families of the victims of this tragic incident: and to the peoples and Governments of their countries of origin, Welcomes the decision of the Islamic Republic of Iran, Aviation Organization, to institute an immediate fact-finding investigation relating to the relevant technical aspects of the chain of events leading to the destruction of the aircraft and to cooperate with the United States of America and the International Civil Aviation Organization in this investigation. Aviation rules and practices fullest Convention, Urge all parties to the Chicago Convention of 1944 on International Civil Aviation to observe the rules concerning the safety of civil aviation in particular of the recurrence of incidents of the annexed nature. In order to strengthen the need for full and rapid implementation of resolution 598 (1987) of the Security Council, which reaffirms the only basis for settlement of the conflict between Iran and Iraq, a comprehensive, just, honorable and durable solution to the efforts of the Secretary-General in his Implementation plan, committing itself to work with the development.
